20 Method of Calling the Roll
21 The electrical voting machine shall be used for a
22 call of the house, a quorum call or a roll call vote
23 on any question. If the electrical voting machine is
24 not in operating order when it is necessary to take a
25 record roll call vote, the presiding officer shall
26 order the vote to be taken by calling the roll in
27 alphabetical order, except the name of the presiding
28 officer shall be called last.
29 During the casting of the vote with the voting
30 machine, the individual votes and the vote totals

1 shall be shown on the display boards. Before the
2 voting machine is closed, the presiding officer shall
3 inquire of the house, "Have you all voted?"
4 Rule 80
5 Quorum and Record Roll Call Votes
6 A majority of the members shall constitute a
7 quorum.
8 A record roll call vote shall be ordered upon
9 request of any two members. The names of the members
10 requesting the record roll call shall be entered in
11 the journal.

13 Previous Question
14 When a member moves for a previous question, that
15 member shall state whether the motion will apply to
16 the main question, to all the amendments, or to
17 particular amendments. The motion requires an
18 affirmative vote of at least a constitutional majority
19 of the members. If the motion for a previous question
20 is not adopted, the house shall proceed in the same
21 manner as before the motion was made.
22 If the motion is adopted, all debate must end and
23 the house will vote upon the question except:
24 1. If the motion applies to the main question, the
25 member in charge of the measure will have ten minutes
26 to speak for the purpose of closing discussion before
27 the vote on the measure is taken.
28 2. If the motion applies to an amendment, the
29 member proposing the amendment will have five minutes
30 to speak for the purpose of closing discussion before

1 the vote on the amendment is taken.
2 3. If a member has filed a written request with
3 the chief clerk of the house indicating the member's
