  1  1                SENATE RESOLUTION NO. ___
  1  2        BY  COMMITTEE ON RULES AND ADMINISTRATION
  1  3 A Resolution urging the Iowa congressional delegation
  1  4    to support and work to implement the renewal of the
  1  5    trade promotion authority of the President of the
  1  6    United States.
  1  7    WHEREAS, since 1974, Presidents of the United
  1  8 States used trade promotion authority, formerly known
  1  9 as fast track authority, to negotiate trade agreements
  1 10 that reduced barriers to American exports in foreign
  1 11 markets; and
  1 12    WHEREAS, the President of the United States has
  1 13 been without trade promotion authority since 1994; and
  1 14    WHEREAS, it is increasingly difficult for the
  1 15 United States to actively participate in the
  1 16 international trade arena; and
  1 17    WHEREAS, of the current 130 multilateral trade
  1 18 agreements in the world, most of which were signed
  1 19 since 1990, the United States is party to only two,
  1 20 the European Union is party to 27, and Mexico is party
  1 21 to 28; and
  1 22    WHEREAS, under trade promotion authority, trade
  1 23 agreements are submitted to Congress for approval or
  1 24 disapproval under rules barring committee or floor
  1 25 amendments; and
  1 26    WHEREAS, trade promotion authority does not give
  1 27 the President of the United States a blank check to
  1 28 negotiate trade agreements, nor does it undermine the
  1 29 constitutional prerogatives of Congress; and
  1 30    WHEREAS, if the President of the United States
  2  1 cannot wield trade promotion authority, no country
  2  2 will initiate serious trade negotiations with the
  2  3 United States; and
  2  4    WHEREAS, trade promotion authority guarantees that
  2  5 trade accords negotiated in good faith with the
  2  6 President of the United States will not be changed
  2  7 later by Congress; and
  2  8    WHEREAS, the free trade agreements achieved under
  2  9 trade promotion authority have provided tangible
  2 10 benefits for the American economy; and
  2 11    WHEREAS, trade is vitally important to Iowa's
  2 12 agricultural economy and Iowa family farmers as Iowa
  2 13 sold $3.2 billion of agricultural products to export
  2 14 markets in 1999, about 30 percent of the total value
  2 15 of Iowa's agricultural production; NOW THEREFORE,
  2 16    BE IT RESOLVED BY THE SENATE, That the Iowa
  2 17 congressional delegation is urged to support and work
  2 18 to implement renewal of the trade promotion authority
  2 19 of the President of the United States; and
  2 20    BE IT FURTHER RESOLVED, That official copies of
  2 21 this Resolution be sent to the members of the Iowa
  2 22 congressional delegation.
