  1  1    Section 1.  Section 48A.11, subsection 1, Code 2001, is
  1  2 amended by adding the following new paragraph after paragraph
  1  3 e:
  1  4    NEW PARAGRAPH.  ee.  The last four numerals of the social
  1  5 security number of the registrant (mandatory to provide).
  1  6    Sec. 2.  NEW SECTION.  48A.11A  REGISTRATION IDENTIFICATION
  1  7 NUMBER.
  1  8    Each person registered to vote in this state shall be
  1  9 assigned a registration identification number which shall be a
  1 10 twelve-digit number comprised of the month, day, and year of
  1 11 the registrant's date of birth and the last four numerals of
  1 12 the registrant's social security number.
  1 13    Sec. 3.  Section 48A.26, subsection 2, Code 2001, is
  1 14 amended to read as follows:
  1 15    2.  If the registration form appears on its face to be
  1 16 complete and proper, the acknowledgment shall state that the
  1 17 registrant is now a registered voter of the county.  The
  1 18 acknowledgement shall contain the registrant's registration
  1 19 identification number.  The acknowledgment shall also specify
  1 20 the name of the precinct and the usual polling place for the
  1 21 precinct in which the person is now registered.  The
  1 22 acknowledgment may include the political party affiliation
  1 23 most recently recorded by the registrant.
  1 24    Sec. 4.  Section 48A.30, subsection 1, paragraphs d and e,
  1 25 Code 2001, are amended to read as follows:
  1 26    d.  The clerk of the district court, or the United States
  1 27 attorney, or the state registrar sends notice of the
  1 28 registered voter's conviction of a felony as defined in
  1 29 section 701.7, or conviction of an offense classified as a
  1 30 felony under federal law.  The clerk of the district court
  1 31 shall monthly send notice a list of a felony conviction
  1 32 convictions during the preceding calendar month to the state
  1 33 registrar of voters.  The registrar shall determine in which
  1 34 county the each listed felon is registered to vote, if any,
  1 35 and shall notify the county commissioner of registration for
  2  1 that county of the felony conviction.
  2  2    e.  The clerk of the district court or the state registrar
  2  3 sends notice that the registered voter has been declared a
  2  4 person who is mentally incompetent to vote under state law.
  2  5 The clerk of the district court shall monthly send a list of
  2  6 such declarations adjudicated in the previous calendar month
  2  7 to the state registrar of voters.  The registrar shall
  2  8 determine in which county each listed person is registered to
  2  9 vote, if any, and shall notify the county commissioner of
  2 10 registration for that county of the declaration.
  2 11    Sec. 5.  Section 48A.31, Code 2001, is amended to read as
  2 12 follows:
  2 13    48A.31  DECEASED PERSONS RECORD.
  2 14    The state registrar of vital statistics shall transmit or
  2 15 cause to be transmitted to the state registrar of voters, once
  2 16 each calendar quarter month, a certified list of all persons
  2 17 seventeen and one-half years of age and older in the state
  2 18 whose deaths have been reported to the records and statistics
  2 19 division of the Iowa department of public health since the
  2 20 previous list of decedents was certified to the state
  2 21 registrar of voters.  The list shall be submitted according to
  2 22 the specifications of the state registrar of voters, who shall
  2 23 determine whether each listed decedent was registered to vote
  2 24 in this state.  If the decedent was registered in a county
  2 25 which uses its own data processing facilities for voter
  2 26 registration recordkeeping, the registrar shall notify the
  2 27 commissioner in that county who shall cancel the decedent's
  2 28 registration.  If the decedent was registered in a county for
  2 29 which voter registration recordkeeping is performed under
  2 30 contract by the registrar, the registrar shall immediately
  2 31 cancel the registration and notify the commissioner of the
  2 32 county in which the decedent was registered to vote of the
  2 33 cancellation.
  2 34    Sec. 6.  Section 48A.38, subsection 1, paragraph a, Code
  2 35 2001, is amended to read as follows:
  3  1    a.  The registrar shall prepare each list requested within
  3  2 fourteen days of receipt of the request, except that the
  3  3 registrar shall not be required to prepare any list within
  3  4 seven six days of the close of registration election for any
  3  5 regularly scheduled election if the preparation of the list
  3  6 would impede the preparation of election registers for that
  3  7 election.  On the seventh day before each regularly scheduled
  3  8 election, the state registrar of voters shall make available
  3  9 for public inspection the most recently updated list of
  3 10 registered voters.  The list shall contain the name, address,
  3 11 and registration identification number of each registrant in
  3 12 the state.  It is the intent of the general assembly that the
  3 13 list be made available in an electronic format.
  3 14    Sec. 7.  Section 48A.38, subsection 1, paragraph b, Code
  3 15 2001, is amended to read as follows:
  3 16    b.  Each list shall be as current as possible, but shall in
  3 17 all cases reflect voter activity reported to any commissioner
  3 18 twenty-eight or more at least seven days before preparation of
  3 19 the list.  The state registrar shall certify that the
  3 20 registered voters on the list are citizens of the United
  3 21 States and that the list has been updated to remove names
  3 22 because of death, felony conviction, adjudication of
  3 23 incompetency, or duplicate registrations.  
  3 24                           EXPLANATION
  3 25    This bill makes a number of changes to the voter
  3 26 registration law.
  3 27    The bill requires that each person registering to vote
  3 28 supply the last four numerals of their social security number
  3 29 on the registration form.  The bill requires that a
  3 30 registration identification number be assigned to each
  3 31 registrant.  The identification number is to be a 12-digit
  3 32 number comprised of the month, day, and year of the
  3 33 registrant's date of birth and the last four numerals of the
  3 34 registrant's social security number.
  3 35    The bill repeats in the voter registration Code chapter the
  4  1 requirement found elsewhere in the Code that the clerk of
  4  2 district court monthly send a list of the persons convicted of
  4  3 a felony or declared mentally incompetent to vote in the
  4  4 preceding calendar month.  The bill also changes the time
  4  5 period in which the state registrar of vital statistics is
  4  6 required to send a list of deceased persons to the state
  4  7 registrar of voters from each calendar quarter to monthly.
  4  8    The bill provides that the state registrar of voters shall
  4  9 not be required to prepare a requested list of registered
  4 10 voters within six days of any regularly scheduled election,
  4 11 rather than within seven days of the close of registration.
  4 12 Each list prepared by the registrar is required to reflect
  4 13 voter activity occurring at least seven days before
  4 14 preparation of the list, rather than 28 days before
  4 15 preparation of the list.  The bill requires the state
  4 16 registrar of voters, on the seventh day before each regularly
  4 17 scheduled election to make an updated list of registered
  4 18 voters available for public inspection.  The list is required
  4 19 to contain the name, address, and registration identification
  4 20 number of each registrant.  The bill provides that the general
  4 21 assembly intends for the list to be made available in an
  4 22 electronic format.  The bill also requires the state registrar
  4 23 to certify that registered voters on the list are citizens of
  4 24 the United States and that the list has been updated to remove
  4 25 the names of persons because of death, felony conviction,
  4 26 adjudication of incompetency, or duplicate registrations.
