  1  1    Section 1.  Section 35A.2, Code 2001, is amended to read as
  1  2 follows:
  1  3    35A.2  COMMISSION OF VETERANS AFFAIRS.
  1  4    1.  A commission of veterans affairs is created consisting
  1  5 of seven eight persons who shall be appointed by the governor,
  1  6 subject to confirmation by the senate.  Members shall be
  1  7 appointed to staggered terms of four years beginning and
  1  8 ending as provided in section 69.19.  The governor shall fill
  1  9 a vacancy for the unexpired portion of the term.
  1 10    2.  Six commissioners shall be honorably discharged members
  1 11 of the armed forces of the United States.  The American legion
  1 12 of Iowa, disabled American veterans department of Iowa,
  1 13 veterans of foreign wars department of Iowa, American veterans
  1 14 of World War II, Korea, and Vietnam, the Vietnam veterans of
  1 15 America, and the military order of the purple heart, through
  1 16 their department commanders, shall submit two names
  1 17 respectively from their organizations to the governor.  The
  1 18 governor shall appoint from each of the organizations one
  1 19 representative to serve as a member of the commission, unless
  1 20 the appointments would conflict with the bipartisan and gender
  1 21 balance provisions of sections 69.16 and 69.16A.  In addition,
  1 22 the governor shall appoint one member of the public,
  1 23 knowledgeable in the general field of veterans affairs, and
  1 24 one member who is a resident of the Iowa veterans home to
  1 25 serve on the commission.  
  1 26                           EXPLANATION
  1 27    This bill increases the number of members of the commission
  1 28 of veterans affairs by one member who shall be a resident of
  1 29 the Iowa veterans home.  The total membership will then
  1 30 consist of eight members appointed by the governor.
