  1  1    Section 1.  SUPPLEMENTAL APPROPRIATION.  There is
  1  2 appropriated from the general fund of the state to the
  1  3 department of education for the fiscal year beginning July 1,
  1  4 2000, and ending June 30, 2001, the following amount, or so
  1  5 much thereof as is necessary, to be used for the purpose
  1  6 designated:
  1  7    For deposit in the teacher compensation reform and student
  1  8 achievement savings account fund created in section 12.90:  
  1  9 .................................................. $ 42,000,000
  1 10    Sec. 2.  NEW SECTION.  12.90  TEACHER COMPENSATION REFORM
  1 11 AND STUDENT ACHIEVEMENT SAVINGS ACCOUNT FUND.
  1 12    1.  A teacher compensation reform and student achievement
  1 13 savings account is created and established as a separate and
  1 14 distinct fund in the state treasury under the control of the
  1 15 department of education.  Moneys in the fund in a fiscal year
  1 16 shall be used as directed by the general assembly for teacher
  1 17 compensation reform and student achievement activities
  1 18 approved by the Seventy-ninth General Assembly, First Session,
  1 19 or by future general assemblies.
  1 20    2.  Revenue for the teacher compensation reform and student
  1 21 achievement savings account fund shall be deposited with the
  1 22 treasurer of state and credited to the fund and shall include,
  1 23 but is not limited to, moneys in the form of a devise, gift,
  1 24 bequest, donation, federal or other grant, reimbursement,
  1 25 repayment, judgment, transfer, payment, or appropriation from
  1 26 any source intended to be used for the purposes of the fund.
  1 27    3.  Moneys in the teacher compensation reform and student
  1 28 achievement savings account fund are not subject to section
  1 29 8.33.
  1 30    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 31 immediate importance, takes effect upon enactment.  
  1 32                           EXPLANATION 
  1 33    This bill makes a supplemental appropriation of $42 million
  1 34 from the general fund of the state to the department of
  1 35 education for fiscal year 2001 for deposit in the teacher
  2  1 compensation reform and student achievement savings account
  2  2 fund, which the bill establishes in statute.
  2  3    The fund is established in the state treasury under the
  2  4 control of the department of education.  The fund shall be
  2  5 used for teacher compensation reform and student achievement
  2  6 activities established by the 2001 general assembly or by
  2  7 future general assemblies.
  2  8    Moneys in the fund shall not revert to the general fund.
  2  9    The bill takes effect upon enactment.
