1 1 Section 1. K-12 ICN SCHEDULING. The public broadcasting
1 2 division of the department of education, in consultation with
1 3 the department of education, shall convene a working group to
1 4 study usage of the Iowa communications network (ICN) as an
1 5 instructional tool for students enrolled in kindergarten
1 6 through grade twelve (K-12) that encourages school districts
1 7 to integrate telecommunications in the curriculum, supports
1 8 the development of distance learning instructional activities
1 9 that can be shared by districts regionally or statewide via
1 10 the ICN, and expands the educational community-user base. The
1 11 working group shall address ways to promote, improve, and
1 12 increase regional and statewide usage of the ICN based on
1 13 cooperative scheduling and other collaborative efforts.
1 14 The working group shall consist of representatives of
1 15 school district and area education agency administrators and
1 16 curriculum directors, community colleges, regional schedulers
1 17 and regional telecommunications council coordinators, and the
1 18 education telecommunications council, along with the
1 19 administrator of the division or the administrator's designee,
1 20 the director of the department of education or the director's
1 21 designee, and the executive director of the Iowa
1 22 telecommunications and technology commission or the executive
1 23 director's designee.
1 24 The working group shall conduct a statewide K-12 distance
1 25 learning needs assessment that examines the current status of
1 26 course and class sharing and determines the impact of future
1 27 teacher shortages and declining enrollment trends, and the
1 28 potential of integrating ICN distance learning activities with
1 29 regional academies. The working group shall also seek and
1 30 evaluate examples of scheduling agreements and arrangements
1 31 for ICN use entered into by school districts, and by school
1 32 districts and community colleges.
1 33 The working group shall submit its findings and
1 34 recommendations to the education telecommunications council
1 35 for consideration. Any recommendations for legislation
2 1 proposed by the working group shall be submitted to the
2 2 general assembly by January 15, 2002.
2 3 EXPLANATION
2 4 This bill directs the public broadcasting division (Iowa
2 5 public television), in consultation with the department of
2 6 education, to convene a working group to study usage of the
2 7 Iowa communications network (ICN) as an instructional tool for
2 8 students enrolled in kindergarten through grade 12 (K-12) that
2 9 encourages school districts to integrate telecommunications in
2 10 the curriculum, supports the development of distance learning,
2 11 and expands the educational community-user base. The working
2 12 group must address ways to promote, improve, and increase
2 13 cooperative regional and statewide usage of the ICN.
2 14 The working group is made up of representatives from school
2 15 districts, area education agencies, community colleges, the
2 16 regional telecommunications councils, the education
2 17 telecommunications council, the Iowa telecommunications and
2 18 technology commission, the public broadcasting division, and
2 19 the department of education.
2 20 The working group is to conduct a statewide K-12 distance
2 21 learning needs assessment and seek and evaluate examples of
2 22 scheduling agreements and arrangements for ICN use entered
2 23 into by school districts and community colleges.
2 24 The working group must submit its findings and
2 25 recommendations to the education telecommunications council
2 26 for consideration. The working group must submit any
2 27 proposals for legislation to the general assembly by January
2 28 15, 2002.
