1 1 SENATE CONCURRENT RESOLUTION NO. ___
1 2 BY HAMMOND, FIEGEN, and DVORSKY
1 3 A Concurrent Resolution requesting the legislative
1 4 council to create, in consultation with the judicial
1 5 branch and the governor, a task force to study
1 6 options for restructuring Iowa's state and local
1 7 governments.
1 8 WHEREAS, various options have been suggested for
1 9 restructuring Iowa's state and local governments and
1 10 are deserving of further discussion and review; and
1 11 WHEREAS, although improvements in communication and
1 12 transportation can be used to reshape government
1 13 processes and enhance efficiency, thoughtful
1 14 consideration is needed in order to ensure necessary
1 15 services continue to be provided in a manner that is
1 16 convenient to Iowans, particularly in rural areas; NOW
1 17 THEREFORE,
1 18 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 19 REPRESENTATIVES CONCURRING, That the legislative
1 20 council is requested to create, in consultation with
1 21 the judicial branch and the governor, a task force
1 22 with members representing the range of interests to
1 23 study options for restructuring Iowa's state and local
1 24 governments, and to review existing and proposed
1 25 organizational systems including but not limited to
1 26 townships, public schools, city-county charter
1 27 options, and geographic approaches such as regions,
1 28 districts, catchment areas, and services areas; and
1 29 BE IT FURTHER RESOLVED, That the task force be
1 30 directed to submit a report with findings, options,
2 1 and recommendations for consideration during the 2003
2 2 legislative session and to strive for balance in
2 3 addressing the policy objectives of improving
2 4 government efficiency and preserving rural culture and
2 5 access to vital government services, while ensuring
2 6 that necessary services are provided throughout the
2 7 state in a manner that is convenient to Iowans.
