PAG LIN 1 1 HOUSE FILE 2488 1 2 1 3 AN ACT 1 4 RELATING TO THE DEPARTMENT OF ELDER AFFAIRS INCLUDING PROVISIONS 1 5 RELATING TO THE ELDER IOWANS ACT. 1 6 1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 8 1 9 Section 1. Section 231.51, Code 2001, is amended to read 1 10 as follows: 1 11 231.51SENIOROLDER AMERICAN COMMUNITY SERVICE EMPLOYMENT 1 12 PROGRAM(SCSEP), TITLE V OF THE OLDER AMERICANS ACT. 1 13 1. The departmentwillshall direct and administer the 1 14seniorolder American community service employment program 1 15(SCSEP)as authorized by the federal Act in coordination with 1 16 the department of workforce development and the department of 1 17 economic development. 1 18 2. The purpose of thesenior community service employment1 19 program is to fosterand promote useful part-time1 20opportunities in community service activities for unemployed,1 21low-income persons who are fifty-five years old or older1 22 individual economic self-sufficiency and to increase the 1 23 number of participants placed in unsubsidized employment in 1 24 the public and private sectors while maintaining the community 1 25 service focus of the program. 1 26 3. Funds appropriated to the department from the United 1 27 States department of labor shall be distributed to local 1 28 projects in accordance with federal requirements. 1 29 4. The department shall require such uniform reporting and 1 30 financial accounting by area agencies on aging and local 1 31 projects as may be necessary to fulfill the purposes of this 1 32 section. 1 33 Sec. 2. Section 231.52, Code 2001, is amended to read as 1 34 follows: 1 35 231.52RETIRED IOWANS COMMUNITY EMPLOYMENTSENIOR 2 1 INTERNSHIP PROGRAM(RICEP). 2 2 1. The department shall establish theretired Iowans2 3community employmentsenior internship program in coordination 2 4 with the department of workforce development to encourage and 2 5 promote the meaningful employment of oldercitizens in the2 6stateIowans. 2 7 2. Funds appropriated to the department for this purpose 2 8 shall be distributedstatewideaccording to administrative 2 9 rules by the commission. 2 10 3. The department shall require such uniform reporting and 2 11 financial accounting by area agencies on aging and local 2 12 projects as may be necessary to fulfill the purposes of this 2 13 section. 2 14 Sec. 3. Section 231.53, Code Supplement 2001, is amended 2 15 by striking the section and inserting in lieu thereof the 2 16 following: 2 17 231.53 COORDINATION WITH WORKFORCE INVESTMENT ACT. 2 18 The employment and training program administered by the 2 19 department shall be coordinated with the training program for 2 20 older individuals administered by the department of workforce 2 21 development under the federal Workforce Investment Act. 2 22 2 23 2 24 2 25 BRENT SIEGRIST 2 26 Speaker of the House 2 27 2 28 2 29 2 30 MARY E.
