  1  1    Section 1.  Section 284.2, subsection 10, Code Supplement
  1  2 2001, is amended to read as follows:
  1  3    10.  "Teacher" means an individual holding a practitioner's
  1  4 license issued under chapter 272, who is employed as a teacher
  1  5 at any grade level from prekindergarten through grade twelve,
  1  6 librarian, media specialist, or counselor in a
  1  7 nonadministrative position by a school district or area
  1  8 education agency pursuant to a contract issued by a board of
  1  9 directors under section 279.13.  A teacher may be employed in
  1 10 both an administrative and a nonadministrative position by a
  1 11 board of directors and shall be considered a part-time teacher
  1 12 for the portion of time that the teacher is employed in a
  1 13 nonadministrative position.  "Teacher" includes a licensed
  1 14 individual employed on a less than full-time basis by a school
  1 15 district through a contract between the school district and an
  1 16 institution of higher education with a practitioner
  1 17 preparation program in which the licensed teacher is enrolled.  
  1 18                           EXPLANATION
  1 19    This bill includes licensed teachers at the prekindergarten
  1 20 level for purposes of the student achievement and teacher
  1 21 quality program.
  1 22    The program's primary components include statewide
  1 23 beginning teacher mentoring and induction programs, career
  1 24 paths with compensation levels that strengthen the state's
  1 25 ability to recruit and retain teachers, and professional
  1 26 development designed to support best teaching practices.  If a
  1 27 school district employing a prekindergarten teacher fully
  1 28 participates in the program, the teacher may be required to
  1 29 participate in the mentoring and induction program, and will
  1 30 be required to meet the statewide teaching standards and
  1 31 develop an individual teacher career development plan based
  1 32 upon the Iowa teaching standards and the needs of the teacher,
  1 33 students, attendance center, and the school district.  The
  1 34 program also requires that a teacher be comprehensively
  1 35 evaluated prior to advancing to the next career level.
