PAG LIN 1 1 HOUSE FILE 598 1 2 1 3 1 4 AN ACT 1 5 ESTABLISHING A CHILD PROTECTION CENTER GRANT PROGRAM. 1 6 1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 8 1 9 Section 1. NEW SECTION. 135.113 CHILD PROTECTION CENTER 1 10 GRANT PROGRAM. 1 11 1. A child protection center grant program is established 1 12 in the Iowa department of public health in accordance with 1 13 this section. The director of public health shall establish 1 14 requirements for the grant program and shall award grants. A 1 15 grant may be used for establishment of a new center or for 1 16 support of an existing center. 1 17 2. The eligibility requirements for a child protection 1 18 center grant shall include but are not limited to all of the 1 19 following: 1 20 a. A grantee must meet or be in the process of meeting the 1 21 standards established by the national children's alliance for 1 22 children's advocacy centers. 1 23 b. A grantee must have in place an interagency memorandum 1 24 of understanding regarding participation in the operation of 1 25 the center and for coordinating the activities of the 1 26 government entities that respond to cases of child abuse in 1 27 order to facilitate the appropriate disposition of child abuse 1 28 cases through the juvenile and criminal justice systems. 1 29 Agencies participating under the memorandum must include the 1 30 following that are operating in the area served by the 1 31 grantee: 1 32 (1) Department of human services county offices assigned 1 33 to child protection. 1 34 (2) County and municipal law enforcement agencies. 1 35 (3) Office of the county attorney. 2 1 (4) Other government agencies involved with child abuse 2 2 assessments or service provision. 2 3 c. The interagency memorandum must provide for a 2 4 cooperative team approach to responding to child abuse, 2 5 reducing the number of interviews required of a victim of 2 6 child abuse, and establishing an approach that emphasizes the 2 7 best interest of the child and that provides investigation, 2 8 assessment, and rehabilitative services. 2 9 d. As necessary to address serious cases of child abuse 2 10 such as those involving sexual abuse, serious physical abuse, 2 11 and substance abuse, a grantee must be able to involve or 2 12 consult with persons from various professional disciplines who 2 13 have training and expertise in addressing special types of 2 14 child abuse. These persons may include but are not limited to 2 15 physicians and other health care professionals, mental health 2 16 professionals, social workers, child protection workers, 2 17 attorneys, juvenile court officers, public health workers, 2 18 child development experts, child educators, and child 2 19 advocates. 2 20 3. The director shall create a committee to consider grant 2 21 proposals and to make grant recommendations to the director. 2 22 The committee membership may include but is not limited to 2 23 representatives of the following: departments of human 2 24 services, justice, and public health, Iowa medical society, 2 25 Iowa hospital association, Iowa nurses association, and an 2 26 association representing social workers. 2 27 4.
