  1  4 ALLOWING CITIES TO ISSUE GENERAL OBLIGATION BONDS, REVENUE
  1  5    BONDS, OR LOAN AGREEMENTS TO FUND THE CONSTRUCTION AND
  1  6    EQUIPPING OF CHILD CARE CENTERS AND PROVIDING AN EFFECTIVE
  1  7    DATE.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10 
  1 11    Section 1.  Section 384.24, subsection 2, Code 2001, is
  1 12 amended by adding the following new paragraph:
  1 13    NEW PARAGRAPH.  l.  Child care centers providing child care
  1 14 or preschool services, or both.  For purposes of this
  1 15 paragraph, "child care" means providing for the care,
  1 16 supervision, and guidance of a child by a person other than
  1 17 the parent, guardian, relative, or custodian for periods of
  1 18 less than twenty-four hours per day on a regular basis.  For
  1 19 purposes of this paragraph, "preschool" means child care which
  1 20 provides to children ages three through five, for periods of
  1 21 time not exceeding three hours per day, programs designed to
  1 22 help the children to develop intellectual skills, and motor
  1 23 skills, and to extend their interest and understanding of the
  1 24 world about them.
  1 25    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 26 immediate importance, takes effect upon enactment.
