1 1 Section 1. ALTERNATIVE HOUSING ARRANGEMENTS FOR ELDERS IN
1 2 ABUSIVE SITUATIONS. The department of elder affairs shall
1 3 develop a plan for alternative housing arrangements for
1 4 elders. The goal of the plan shall be the development of a
1 5 viable and comprehensive alternative housing arrangement
1 6 proposal for citizens of Iowa over 60 years of age facing
1 7 removal from their living environment due to the infliction,
1 8 or potential infliction, of physical or emotional abuse. The
1 9 plan shall include an assessment of the number of individuals
1 10 estimated by the department to be at risk for such removal,
1 11 currently available housing options, alternative options which
1 12 will provide an affordable and secure living environment, and
1 13 the estimated cost of providing the alternative housing
1 14 arrangements and administering an alternative housing
1 15 arrangements for elders program. The plan shall be developed
1 16 by November 1, 2001. Copies of the plan shall be submitted to
1 17 members of the general assembly by January 15, 2002.
1 18 It is the intent of the general assembly to appropriate an
1 19 amount of funding for the fiscal year beginning July 1, 2002,
1 20 and ending June 30, 2003, sufficient to implement the
1 21 alternative housing arrangements for elders plan and
1 22 administer an ongoing alternative housing arrangements for
1 23 elders program.
1 24 EXPLANATION
1 25 This bill requires the department of elder affairs to
1 26 develop a plan to address alternative housing arrangements for
1 27 citizens of Iowa over 60 years of age facing removal from
1 28 their living environment due to the infliction, or potential
1 29 infliction, of physical or emotional abuse. The bill provides
1 30 that the plan shall include an assessment of the number of
1 31 individuals estimated by the department to be at risk for
1 32 removal, options currently available to them, alternative
1 33 housing options which will provide an affordable and secure
1 34 living environment, and the estimated cost of providing the
1 35 alternative housing arrangements and administering an
2 1 alternative housing arrangements for elders program. The bill
2 2 provides that the plan shall be developed by November 1, 2001,
2 3 with copies submitted to members of the general assembly by
2 4 January 15, 2002. The bill provides intent language regarding
2 5 an appropriation for the fiscal year beginning July 1, 2002,
2 6 and ending June 30, 2003, sufficient to implement the plan and
2 7 administer an alternative housing arrangements for elders
2 8 program.
