1 1 Section 1. Section 39.9, Code 2001, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A person shall not be elected
1 4 secretary of agriculture more than three times. If a person
1 5 is elected or appointed to serve a portion of a term to which
1 6 some other person was elected or appointed, the partial term
1 7 shall not be included as an election.
1 8 Sec. 2. CONTINGENT EFFECTIVE DATE. This Act takes effect
1 9 upon ratification of an amendment to the Constitution of the
1 10 State of Iowa limiting to three terms persons elected to the
1 11 offices of governor, lieutenant governor, attorney general,
1 12 secretary of state, auditor of state, and treasurer of state,
1 13 and as members of the Iowa senate and limiting to six terms
1 14 persons elected as members of the Iowa house of
1 15 representatives.
1 16 Sec. 3. APPLICABILITY. This Act applies to terms of
1 17 office beginning on or after January 1 following the effective
1 18 date of this Act.
1 19 EXPLANATION
1 20 This bill provides that a person shall not be elected to
1 21 the office of Iowa secretary of agriculture more than three
1 22 times. Partial terms to which some other person was elected
1 23 or appointed are not included in the maximum number of
1 24 elections.
1 25 The bill takes effect upon ratification of an amendment to
1 26 the Iowa Constitution limiting to three terms the terms of the
1 27 governor, lieutenant governor, attorney general, secretary of
1 28 state, auditor of state, treasurer of state, and members of
1 29 the Iowa senate and limiting to six terms the terms of members
1 30 of the Iowa house of representatives. The bill applies to
1 31 terms of office beginning on or after January 1 following the
1 32 effective date of the bill.
