1 1 HOUSE CONCURRENT RESOLUTION NO. ____
1 2 BY HOUSER
1 3 A Concurrent Resolution requesting the legislative
1 4 council to authorize a study committee to recommend
1 5 objective criteria for use in identifying the need for
1 6 developing new or expanded county jail facilities.
1 7 WHEREAS, development or expansion of a county jail
1 8 facility is an expensive undertaking involving initial
1 9 construction costs and significant ongoing costs for
1 10 financing, maintenance, and staffing; and
1 11 WHEREAS, it has been beneficial for the criminal
1 12 justice system to establish objective criteria that
1 13 may be used to identify the relative need for a
1 14 resource, such as that used to determine the number of
1 15 judgeships for an area; and
1 16 WHEREAS, identification of objective criteria for
1 17 use in determining the relative need for development
1 18 of new or expanded county jail facilities would be
1 19 beneficial to state and local officials in all areas
1 20 of the state; NOW THEREFORE,
1 21 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 22 SENATE CONCURRING, That the legislative council is
1 23 requested to authorize a study committee to recommend
1 24 objective criteria that may be used by state and local
1 25 officials in identifying the need for developing new
1 26 or expanded county jail facilities; and
1 27 BE IT FURTHER RESOLVED, That the study committee
1 28 should include representatives of county supervisors,
1 29 county sheriffs, the judicial branch, community-based
1 30 corrections programs, the department of corrections,
2 1 the division of criminal and juvenile and justice
2 2 planning of the department of human rights, and others
2 3 who are knowledgeable concerning the state criminal
2 4 justice system in general and local jails in
2 5 particular; and
2 6 BE IT FURTHER RESOLVED, That the study committee
2 7 should be authorized to request assistance from the
2 8 American correctional association, the American jail
2 9 association, and other organizations with expertise
2 10 concerning prison and jail development issues; and
2 11 BE IT FURTHER RESOLVED, That the study committee
2 12 should be directed to issue its recommendations in a
2 13 report to the governor and the general assembly during
2 14 the Seventy-ninth General Assembly, 2002 regular
2 15 session.
