  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2                      BY  GREIMANN
  1  3 A Concurrent Resolution supporting the lifting of
  1  4    nonmilitary sanctions against Iraq by the United
  1  5    States government.
  1  6    WHEREAS, the children of Iraq continue to suffer
  1  7 malnutrition, disease, and death as a direct result of
  1  8 United Nations-imposed economic sanctions, including a
  1  9 trade embargo; and
  1 10    WHEREAS, a recent United Nations Children's Fund
  1 11 (UNICEF) survey of infant and maternal mortality shows
  1 12 marked decline in basic life indicators in Iraq; and
  1 13    WHEREAS, 4,500 Iraqi children under the age of five
  1 14 are dying every month, and the nation's educational,
  1 15 medical, electrical, and water infrastructure is in
  1 16 disarray due to shortages in supplies; and
  1 17    WHEREAS, no significant movements forward with
  1 18 regard to food security can be achieved as long as the
  1 19 embargo remains in place; and
  1 20    WHEREAS, visits by representatives of the Middle
  1 21 East Council of Churches and the American Friends
  1 22 Service Committee have disclosed that many Iraqi
  1 23 children lack adequate food, medicine, and clean
  1 24 water; and
  1 25    WHEREAS, after 10 years of economic sanctions
  1 26 imposed by the United States as a result of the Gulf
  1 27 War, a deepening social and humanitarian crisis is
  1 28 looming, with the most affected groups being the sick,
  1 29 the young, the elderly, and the poor; and
  1 30    WHEREAS, there is awareness that the economic
  2  1 embargo is by no means the sole cause of the
  2  2 continuing suffering of the Iraqi people; and
  2  3    WHEREAS, the Iraqi government inaction does not
  2  4 relieve the international community, including the
  2  5 United States, from the responsibility to end the
  2  6 dreadful suffering caused by the economic embargo; and
  2  7    WHEREAS, in the words of the great humanitarian,
  2  8 Albert Camus, "Perhaps we cannot prevent this world
  2  9 from being a place in which children are tortured.
  2 10 But we can reduce the number of tortured children.
  2 11 And if you don't help us, who else in the world can
  2 12 help us do this?"; NOW THEREFORE,
  2 13    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 14 SENATE CONCURRING, That the Iowa General Assembly
  2 15 urges that the economic embargo against Iraq be lifted
  2 16 immediately by establishing normal trade while
  2 17 retaining an embargo on military items; and
  2 18    BE IT FURTHER RESOLVED, That a copy of this
  2 19 Resolution be sent by the Chief Clerk of the House of
  2 20 Representatives to the President of the United States,
  2 21 the President of the United States Senate, the
  2 22 Committee on Foreign Relations of the United States
  2 23 Senate, the Speaker of the United States House of
  2 24 Representatives, the Committee on International
  2 25 Relations of the United States House of
  2 26 Representatives, and members of Iowa's congressional
  2 27 delegation.
