  1 28 department of education for the fiscal year beginning
  1 29 July 1, 2001, and ending June 30, 2002, the following
  1 30 amounts, or so much thereof as is necessary, to be
  1 31 used for the purposes designated:
  1 32    1.  AMERICORPS AFTER-SCHOOL INITIATIVE
  1 33    For purposes of the americorps after-school
  1 34 initiative:  
  1 35 .................................................. $    150,000
  1 36    2.  JOBS FOR AMERICA'S GRADUATES
  1 37    For school districts to provide direct services to
  1 38 the most at-risk senior high school students enrolled
  1 39 in school districts through direct intervention for a
  1 40 "jobs for America's graduates" specialist:  
  1 41 .................................................. $    150,000
  1 42    Sec.    .  DEPARTMENT OF HUMAN SERVICES.  There is
  1 43 appropriated from the general fund of the state to the
  1 44 department of human services for the fiscal year
  1 45 beginning July 1, 2001, and ending June 30, 2002, the
  1 46 following amount, or so much thereof as is necessary,
  1 47 to be used for the purpose designated:
  1 48    To supplement the appropriation made in 2001 Iowa
  1 49 Acts, House File 732, if enacted, for general
  1 50 administration, including salaries, support,
  2  1 maintenance, and miscellaneous purposes:  
  2  2 .................................................. $  2,000,000"
  2  3    #8.  Page 9, by inserting after line 33, the
  2  4 following:
  2  5    "Sec.    .  Section 135.24, subsection 2, paragraph
  2  6 c, Code 2001, is amended to read as follows:
  2  7    c.  Identification of the medical services to be
  2  8 provided under the program.  The medical services
  2  9 provided shall may include, but shall not be limited
  2 10 to, obstetrical and gynecological medical services,
  2 11 and psychiatric services provided by a physician
  2 12 licensed under chapter 148, 150, or 150A".  
  2 13    #9.  Page 13, by inserting after line 21, the
  2 14 following:
  2 15    "Sec.    .  Section 301.1, unnumbered paragraph 2,
  2 16 Code 2001, is amended by striking the unnumbered
  2 17 paragraph and inserting in lieu thereof the following:
  2 18    Textbooks adopted and purchased by a school
  2 19 district shall, to the extent funds are appropriated
  2 20 by the general assembly, be made available to pupils
  2 21 attending accredited nonpublic schools.  The
  2 22 department of education shall ascertain a maximum
  2 23 annual amount a school district shall be required to
  2 24 use for the purchase of textbooks for accredited
  2 25 nonpublic schools.  The amount shall be in the
  2 26 proportion that the basic enrollment of an accredited
  2 27 nonpublic school bears to the sum of the basic
  2 28 enrollments of all participating accredited nonpublic
  2 29 schools in the state for the budget year.  An
  2 30 accredited nonpublic school shall certify its actual
  2 31 enrollment to the department of education by October
  2 32 1, annually.  By October 15, annually, the department
  2 33 of education shall notify the board of directors of
  2 34 each school district of the maximum amount of its
  2 35 allocation that shall be made available for purchasing
  2 36 nonsectarian, nonreligious textbooks for each of the
  2 37 accredited nonpublic schools located within the school
  2 38 district in accordance with this paragraph.  For
  2 39 purposes of this paragraph, an accredited nonpublic
  2 40 school's enrollment count shall include only students
  2 41 who are residents of Iowa.  The costs of providing
  2 42 textbooks to accredited nonpublic schools as provided
  2 43 in this paragraph shall not be included in the
  2 44 computation of district cost under chapter 257, but
  2 45 shall be shown in the budget as an expense from
  2 46 miscellaneous income.  Textbook expenditures made in
  2 47 accordance with this paragraph shall be kept on file
  2 48 in the school district.  As used in this paragraph,
  2 49 "textbooks" means books and loose-leaf or bound
  2 50 manuals, systems of reusable instructional materials
  3  1 or combinations of books and supplementary
  3  2 instructional materials which convey information to
  3  3 the student or otherwise contribute to the learning
  3  4 process, or electronic textbooks, including but not
  3  5 limited to computer software, applications using
  3  6 computer-assisted instruction, interactive videodisc,
  3  7 and other computer courseware and magnetic media."
  3  8    #10.  Page 15, line 2, by striking the figure "2001"
  3  9 and inserting the following:  "2000".
  3 10    #11.  Page 15, line 5, by striking the figure "2001"
  3 11 and inserting the following:  "2000".
  3 12    #12.  Page 15, line 13, by striking the figure
  3 13 "2002" and inserting the following:  "2001".  
  3 14    #13.  Page 16, by inserting after line 11, the
  3 15 following:
  3 16    "Sec.    .  Section 301.30, Code 2001, is
  3 17 repealed." 
  3 18    #14.  Page 16, by inserting before line 12, the
  3 19 following:
  3 20    "Sec. 200.  2001 Iowa Acts, House File 259, shall
  3 21 not take effect July 1, 2001, but shall take effect
  3 22 January 1, 2002.
  3 23    Sec.    .  EFFECTIVE DATE.  Section 200 of this
  3 24 division of this Act, being deemed of immediate
  3 25 importance, takes effect upon enactment." 
  3 26    #15.  By renumbering, relettering, or redesignating
  3 27 and correcting internal references as necessary.
