  1  3    #1.  Page 6, lines 8 and 9, by striking the words

  1  6    #2.  Page 6, line 10, by striking the figure
  1  7 "46,770,200" and inserting the following:
  1  8 "61,270,200".
  1  9    #3.  Page 7, by inserting after line 2 the
  1 10 following:
  1 11    "   .  The collective bargaining agreement
  1 12 negotiated pursuant to chapter 20 for employees in the
  1 13 judicial branch of government bargaining unit."
  1 14    #4.  By striking page 8, line 30, through page 9,
  1 15 line 9.
  1 16    #5.  Page 10, by striking line 6 and inserting the
  1 17 following:  "state except for employees of the state
  1 18 board of regents.  The funds appropriated from the
  1 19 general fund of the state for employees of the state
  1 20 board of regents shall exclude general university
  1 21 indirect costs and general university federal funds."
  1 22    #6.  Page 12, by striking lines 8 through 21, and
  1 23 inserting the following:
  1 24    "Sec.    .  STATE EMPLOYEE BENEFIT PROGRAMS –
  1 25 ADMINISTRATIVE COSTS.
  1 26    1.  For the fiscal year beginning July 1, 2001, and
  1 27 ending June 30, 2002, the department of personnel
  1 28 shall include a monthly administration charge of $2.00
  1 29 per contract on all health insurance plans
  1 30 administered by the department.  This is an
  1 31 administration fee attributable only to the employer
  1 32 share for those employees who are eligible for the
  1 33 state share of insurance.  If the contract holder is
  1 34 without a state employer to pay the fee, the contract
  1 35 holder shall not be assessed the fee of $2.00 per
  1 36 month.
  1 37    2.  For the fiscal year beginning July 1, 2001, and
  1 38 ending June 30, 2002, the state board of regents, all
  1 39 regional libraries, the state fair board, the
  1 40 department of transportation, and the eight judicial
  1 41 district departments of correctional services shall
  1 42 report and remit the administration charge on a
  1 43 monthly basis to the department of revenue and
  1 44 finance.  The report shall contain the number and type
  1 45 of health insurance contracts held by each of its
  1 46 employees whose health insurance is administered by
  1 47 the department of personnel.
  1 48    3.  A health insurance administration fund is
  1 49 created in the state treasury.  The proceeds of the
  1 50 monthly administration charge shall be remitted to the
  2  1 health insurance administration fund.  The department
  2  2 of revenue and finance shall collect from each
  2  3 department on centralized payroll the administration
  2  4 charge each month and shall remit the amount to the
  2  5 health insurance administration fund.  The department
  2  6 of personnel may expend no more than $600,000 from the
  2  7 health insurance administration fund for the fiscal
  2  8 year beginning July 1, 2001, and ending June 30, 2002.
  2  9 Any unencumbered or unobligated balance in the health
  2 10 insurance administration fund at the end of the fiscal
  2 11 year shall be transferred to the health insurance
  2 12 surplus fund."
  2 13    #7.  Page 12, by inserting before line 22, the
  2 14 following:
  2 15    "Sec.    .  Section 80.8, unnumbered paragraphs 2
  2 16 and 3, Code 2001, are amended to read as follows:
  2 17    The commissioner may delegate to the members of the
  2 18 Iowa state patrol peace officers of the department
  2 19 such additional duties in the enforcement of this
  2 20 chapter as the commissioner may deem proper and
  2 21 incidental to the duties now imposed upon them by law.
  2 22    The salaries of all members and employees of the
  2 23 department and the expenses of the department shall be
  2 24 provided for by the legislative appropriation
  2 25 therefor.  The compensation of the members of the Iowa
  2 26 state patrol peace officers of the department shall be
  2 27 fixed according to grades as to rank and length of
  2 28 service by the commissioner with the approval of the
  2 29 governor.  The members of the Iowa state patrol peace
  2 30 officers shall be paid additional compensation in
  2 31 accordance with the following formula:  When members
  2 32 of the Iowa state patrol peace officers have served
  2 33 for a period of five years their compensation then
  2 34 being paid shall be increased by the sum of twenty-
  2 35 five dollars per month beginning with the month
  2 36 succeeding the foregoing described five-year period;
  2 37 when members thereof peace officers have served for a
  2 38 period of ten years their compensation then being paid
  2 39 shall be increased by the sum of twenty-five dollars
  2 40 per month beginning with the month succeeding the
  2 41 foregoing described ten-year period, such sums being
  2 42 in addition to the increase provided herein to be paid
  2 43 after five years of service; when members thereof
  2 44 peace officers have served for a period of fifteen
  2 45 years their compensation then being paid shall be
  2 46 increased by the sum of twenty-five dollars per month
  2 47 beginning with the month succeeding the foregoing
  2 48 described fifteen-year period, such sums being in
  2 49 addition to the increases previously provided for
  2 50 herein; when members thereof peace officers have
  3  1 served for a period of twenty years their compensation
  3  2 then being paid shall be increased by the sum of
  3  3 twenty-five dollars per month beginning with the month
  3  4 succeeding the foregoing described twenty-year period,
  3  5 such sums being in addition to the increases
  3  6 previously provided for herein.  While on active duty
  3  7 each member peace officer shall also receive a flat
  3  8 daily sum as fixed by the commissioner with the
  3  9 approval of the governor for meals while away from the
  3 10 office to which the member has been assigned and
  3 11 within the member's district."
  3 12    #8.  By striking page 12, line 22, through page 13,
  3 13 line 8, and inserting the following:
  3 14    "Sec. ___.  TERMINAL LIABILITY HEALTH INSURANCE
  3 15 SURCHARGE.  For the fiscal year beginning July 1,
  3 16 2001, and ending June 30, 2002, the department of
  3 17 personnel shall include in the rates for the Wellmark
  3 18 Blue Cross/Blue Shield Program 3 Plus, Wellmark Blue
  3 19 Cross/Blue Shield Program 3 plus with a comprehensive
  3 20 major medical overlay, and Iowa Select Preferred
  3 21 Provider Organization health insurance plans a
  3 22 surcharge, as determined by the department of
  3 23 management, on only the employer's share of the health
  3 24 insurance premium cost to fund the state's share of
  3 25 the terminal liability of the existing Wellmark health
  3 26 insurance contract.  The department of revenue and
  3 27 finance shall collect the surcharge from state
  3 28 agencies, the state fair board, state board of
  3 29 regents, and the eight judicial district departments
  3 30 of correctional services.  The proceeds of the
  3 31 surcharge shall be credited to the terminal liability
  3 32 insurance fund.  The health insurance plans provided
  3 33 to state employees covered by the state police
  3 34 officers council collective bargaining agreement are
  3 35 exempt from the surcharge provided in this section.
  3 36    Sec. ___.  NEW SECTION.  421.46  TERMINAL LIABILITY
  3 37 HEALTH INSURANCE FUND.
  3 38    1.  A terminal liability health insurance fund is
  3 39 created in the state treasury under the control of the
  3 40 department of personnel.  The proceeds of the terminal
  3 41 liability health insurance fund shall be used by the
  3 42 department of personnel to pay the state's share of
  3 43 the terminal liability of the existing health
  3 44 insurance contract administered by the department of
  3 45 personnel.  The moneys appropriated to the terminal
  3 46 liability health insurance fund plus any additional
  3 47 moneys appropriated or collected pursuant to this Act
  3 48 or other Acts of the general assembly shall constitute
  3 49 the total amount due to pay the terminal liability
  3 50 specified in this section.
  4  1    2.  The proceeds of the terminal liability health
  4  2 insurance fund shall also be used by the department of
  4  3 revenue and finance to reimburse state agencies for
  4  4 expenditures related to the payment of the health
  4  5 insurance plans surcharge for the terminal liability
  4  6 of the health insurance contract for state employees.
  4  7 The department of revenue and finance shall provide
  4  8 guidelines and forms for documentation that a state
  4  9 agency shall submit for the health insurance
  4 10 reimbursement.  The reimbursement shall be restricted
  4 11 to the amount of moneys appropriated from the general
  4 12 fund of the state that is used to pay the terminal
  4 13 liability of health insurance for state employees for
  4 14 the fiscal year.
  4 15    3.  Notwithstanding section 8.33, any unencumbered
  4 16 or unobligated balance remaining in the terminal
  4 17 liability health insurance fund at the close of a
  4 18 fiscal year shall not revert.  However, upon total
  4 19 payment of the terminal liability of the existing
  4 20 health insurance contract administered by the
  4 21 department of personnel, any remaining balance in the
  4 22 terminal liability health insurance fund shall revert
  4 23 to the credit of the unassigned revenue fund
  4 24 administered by the Iowa comprehensive underground
  4 25 storage tank fund board."
