1 9 committee created in chapter 333A."

1 23 "Sec. . Section 333A.4, Code 2001, is amended
1 24 by adding the following new subsections:
1 25 NEW SUBSECTION. 5A. Hear appeals from a county
1 26 seeking an adjustment in the base year property tax
1 27 dollars for either general county services or rural
1 28 county services, or both, as calculated pursuant to
1 29 section 331.423A. The committee may allow an
1 30 adjustment for either general county services or rural
1 31 county services, or both, if the committee determines
1 32 that unusual circumstances would result in an inequity
1 33 to the county if no adjustment were allowed.
1 34 NEW SUBSECTION. 5B. Hear appeals from a county
1 35 seeking an adjustment in budget year property tax
1 36 dollars for either general county services or rural
1 37 county services, or both, as calculated pursuant to
1 38 section 331.423A. The committee may allow an
1 39 adjustment for either general county services or rural
1 40 county services, or both, if the committee determines
1 41 that unusual circumstances create an unusual need for
1 42 additional funds.
1 43 NEW SUBSECTION. 5C. Report annually to the
1 44 general assembly regarding county budgets and county
1 45 budget limitations, including any recommended changes
1 46 in laws relating to county budgets and county budget
1 47 limitations and the reasons for the committee's
1 48 recommendations.
1 49 Sec. . NEW SECTION. 333A.5 ADDITIONAL POWERS.
1 50 The committee may recommend the revision of any
2 1 rules, regulations, directives, or forms relating to
2 2 the implementation of county budgets and budget
2 3 limitations, confer with county officials or their
2 4 representatives, and make recommendations relating to
2 5 any county budgeting or accounting matters, and direct
2 6 the department of management to conduct studies and
2 7 investigations of county costs generally or in any
2 8 county."
