1 Amend House File 2549 as follows:
2 1. Page 9, by inserting after line 30 the
3 following:
4 " . EMPLOYABILITY SKILLS ASSESSMENT
5 REIMBURSEMENTS
6 For reimbursement of school district claims for the
7 costs of acquiring and using employability skills
8 assessment tools as provided in section 256.39A:
9 $ 800,000"
10 2. Page 27, by inserting after line 32 the
11 following:
12 "Sec. . NEW SECTION. 256.39a EMPLOYABILITY
13 SKILLS ASSESSMENT REIMBURSEMENTS.
14 1. If the general assembly appropriates moneys to
15 pay school district claims for the costs of
16 employability skills assessment tools, the department
17 of education shall reimburse school district claims
18 for the costs of acquiring, administering, and scoring
19 assessment tools to assess the employability skills of
20 students. The director of education shall identify
21 available employability skills assessment tools that
22 school districts may use to meet the claim
23 reimbursement requirements of this section.
24 2. In order to be eligible for reimbursement under
25 this section, a school district must receive at least
26 a one-dollar-per-dollar match from the business
27 community for the school district's costs under
28 subsection 1, shall submit a claim on forms provided
29 by the department by July 15, and the claim shall
30 state the actual costs incurred and shall be
31 accompanied by an affidavit of an officer of the
32 school district affirming the accuracy of the claim.
33 3. a school district that submits to the
34 department a claim for reimbursement in accordance
35 with this section shall develop and integrate specific
36 employability skills, goals, and activities into the
37 comprehensive school improvement plan required under
38 section 256.7, subsection 21, paragraph "a".
39 4. The department of education shall certify to
40 the department of revenue and finance the total
41 amounts of approved claims to be paid and, to the
42 extent moneys are appropriated, the department of
43 revenue and finance shall draw warrants payable to
44 school districts with approved claims, taking into
45 consideration the relative budget and cash position of
46 the state resources. If the funds appropriated for
47 purposes of this section are insufficient to pay in
48 full the claims submitted by school districts and
49 approved by the department, the amounts of approved
50 claims shall be prorated among all school districts
