Page 27, by inserting after line 32 the 1 11 following: 1 12 "Sec. . NEW SECTION. 256.39A EMPLOYABILITY 1 13 SKILLS ASSESSMENT REIMBURSEMENTS. 1 14 1. If the general assembly appropriates moneys to 1 15 pay school district claims for the costs of 1 16 employability skills assessment tools, the department 1 17 of education shall reimburse school district claims 1 18 for the costs of acquiring, administering, and scoring 1 19 assessment tools to assess the employability skills of 1 20 students. The director of education shall identify 1 21 available employability skills assessment tools that 1 22 school districts may use to meet the claim 1 23 reimbursement requirements of this section. 1 24 2. In order to be eligible for reimbursement under 1 25 this section, a school district must receive at least 1 26 a one-dollar-per-dollar match from the business 1 27 community for the school district's costs under 1 28 subsection 1, shall submit a claim on forms provided 1 29 by the department by July 15, and the claim shall 1 30 state the actual costs incurred and shall be 1 31 accompanied by an affidavit of an officer of the 1 32 school district affirming the accuracy of the claim. 1 33 3. A school district that submits to the 1 34 department a claim for reimbursement in accordance 1 35 with this section shall develop and integrate specific 1 36 employability skills, goals, and activities into the 1 37 comprehensive school improvement plan required under 1 38 section 256.7, subsection 21, paragraph "a". 1 39 4. The department of education shall certify to 1 40 the department of revenue and finance the total 1 41 amounts of approved claims to be paid and, to the 1 42 extent moneys are appropriated, the department of 1 43 revenue and finance shall draw warrants payable to 1 44 school districts with approved claims, taking into 1 45 consideration the relative budget and cash position of 1 46 the state resources. If the funds appropriated for 1 47 purposes of this section are insufficient to pay in 1 48 full the claims submitted by school districts and 1 49 approved by the department, the amounts of approved 1 50 claims shall be prorated among all school districts 2 1 with approved claims. 2 2 5. Moneys received under this section shall not be 2 3 commingled with state aid payments made under section 2 4 257.16 to a school district and shall be accounted for 2 5 by the school district separately from state aid 2 6 payments. Payments made to a school district under 2 7 this section are miscellaneous income for purposes of 2 8 chapter 257." 2 9 #3.
