8 3. The Iowa workforce development board shall
9 identify, at least every two years, targeted
10 occupations associated with the targeted industries
11 identified by the department of economic development
12 pursuant to subsection 2. In determining current and
13 predicting future targeted occupations, the director
14 of the department of workforce development shall seek
15 the cooperation and expertise of, among others, the
16 department of economic development, the college
17 student aid commission, the Iowa state occupational
18 information coordinating committee, the department of
19 education, business and technology advisory councils,
20 educators, labor organizations, chambers of commerce,
21 economic development professionals, trade
22 associations, and researchers. The director of the
23 department of workforce development shall submit the
24 approved list of targeted occupations to the director
25 of the department of education.
26 4. a community college may submit to the
27 department of education a proposal for designation as
28 a career opportunities and resources for education
29 program. a proposed program may be a new or existing
30 community college program and shall meet all of the
31 following criteria:
32 a. The program educates students to meet or exceed
33 the prerequisites for employment in a targeted
34 industry or targeted occupation identified in
35 accordance with this section.
36 b. a business guarantees to provide matching cash
37 or in-kind contributions to the community college for
38 the costs of the program. The matching funds or in-
39 kind contributions shall be equivalent to, at a
40 minimum, twenty percent of the program costs.
41 Matching funds shall not include tuition assistance
42 provided to a student who is employed by the business.
43 c. The program has an agreement with a business
44 whereby the business pledges to provide intellectual
45 assistance during the program's development and
46 implementation; internships, externships, and
47 scholarships to students in the program; and hiring
48 preferences to persons who successfully complete the
49 program.
50 5. The department of education and the department

1 of economic development shall develop a review and
2 approval process for the designation of community
3 college programs as career opportunities and resources
4 for education programs.
5 6. To be eligible to receive a grant under this
6 section, an applicant shall, in accordance with the
