1 Code Supplement 1999, are amended to read as follows:
2 2. The director of the department of education, in
3 consultation with the director of human services,
4 shall annually designate the areas in which teacher
5 shortages are anticipated. The director shall
6 periodically conduct a survey of school districts,
7 accredited nonpublic schools, and approved
8 practitioner preparation programs to determine current
9 shortage areas and predict future shortage areas. The
10 director of human services shall periodically conduct
11 a survey of high-quality child care providers, as
12 determined under section 237A.30, subsection 1, to
13 determine current and to predict future preschool
14 teacher shortage areas.
15 4. Forgivable loans to eligible students shall not
16 become due until after the student graduates or leaves
17 school. The individual's total loan amount, including
18 principal and interest, shall be reduced by twenty
19 percent for each year in which the individual remains
20 an Iowa resident and is employed in Iowa by a school
21 district, or an accredited nonpublic school, or a
22 high-quality child care provider that is a holder of
23 the gold seal quality designation as provided in
24 section 237A.30, as a practitioner in the teacher
25 shortage area for which the loan was approved. If the
26 commission determines that the person does not meet
27 the criteria for forgiveness of the principal and
28 interest payments, the commission shall establish a
29 plan for repayment of the principal and interest over
30 a ten-year period. If a person required to make the
31 repayment does not make the required payments, the
32 commission shall provide for payment collection.
33 Sec. 24. Section 279.51, subsection 1, unnumbered
34 paragraph 1, Code Supplement 1999, is amended to read
35 as follows:
36 There is appropriated from the general fund of the
37 state to the department of education for the fiscal
38 year beginning July 1, 1998 2000, and each succeeding
39 fiscal year, the sum of fifteen million three nine
40 hundred sixty thousand dollars.
41 Sec. 25. Section 279.51, subsection 1, paragraphs
42 c and e, Code Supplement 1999, are amended to read as
43 follows:
44 c. For each of the fiscal years during the fiscal
45 period beginning July 1, 2000, and ending June 30,
46 2000 2004, two three million eight four hundred
47 thousand dollars of the funds appropriated shall be
48 allocated for the school-based youth services
49 education program established in subsection 3. For
50 each of the fiscal years during the fiscal period
