1 a. The program educates students to meet or exceed
2 the prerequisites for employment in a targeted
3 industry or targeted occupation identified in
4 accordance with this section.
5 b. A business guarantees to provide matching cash
6 or in-kind contributions to the community college for
7 the costs of the program. The matching funds or in-
8 kind contributions shall be equivalent to, at a
9 minimum, twenty percent of the program costs.
10 Matching funds shall not include tuition assistance
11 provided to a student who is employed by the business.
12 c. The program has an agreement with a business
13 whereby the business pledges to provide intellectual
14 assistance during the program's development and
15 implementation; internships, externships, and
16 scholarships to students in the program; and hiring
17 preferences to persons who successfully complete the
18 program.
19 5. The department of education and the department
20 of economic development shall develop a review and
21 approval process for the designation of community
22 college programs as career opportunities and resources
23 for education programs.
24 6. To be eligible to receive a grant under this
25 section, an applicant shall, in accordance with the
26 rules of the commission, do the following:
27 a. Complete and file an application for a career
28 opportunities and resources for education grant. The
29 individual shall be responsible for the prompt
30 submission of any information required by the
31 commission.
32 b. File a new application and submit information
33 as required by the commission annually on the basis of
34 which the applicant's eligibility for the renewed
35 grant will be evaluated and determined.
36 7. If a student receives financial aid from any
37 source other than the program established under this
38 section, the full amount of such financial aid shall
39 be considered part of the student's financial
40 resources available in determining the amount of the
41 student's financial need for the period of the
42 financial aid. Grant moneys received by a student in
43 accordance with this section shall be used to pay the
44 student's cost of attendance, which includes community
45 college tuition and fees, materials, textbooks and
46 supplies, transportation, room and board, dependent
47 care during the time the person is in class, and the
48 purchase or rental of a computer.
49 8. The amount of the grant shall not exceed a
50 student's annual financial need or two thousand five
