2 follows:
3 b. For the fiscal year beginning July 1, 1999
4 2000, and for each following fiscal year, three four
5 thousand nine hundred dollars.
6 Sec. 21. NEW SECTION. 261.22 CAREER
7 OPPORTUNITIES AND RESOURCES FOR EDUCATION GRANTS.
8 1. A career opportunities and resources for
9 education grant program is established to be
10 administered by the college student aid commission.
11 An individual is eligible for the grant program if the
12 individual is a resident of this state who is enrolled
13 at a community college in a vocational program
14 designated as a career opportunities and resources for
15 education program in accordance with the provisions of
16 this section. The college student aid commission
17 shall adopt rules pursuant to chapter 17A to
18 administer this section.
19 2. The department of economic development shall
20 identify, at least every four years, targeted
21 industries that pay high wages and offer excellent
22 benefits and that correspond to Iowa's areas of
23 competitive advantage. The director of the department
24 of economic development shall submit this list of
25 targeted industries to the director of the department
26 of education.
27 3. The Iowa workforce development board shall
28 identify, at least every two years, targeted
29 occupations associated with the targeted industries
30 identified by the department of economic development
31 pursuant to subsection 2. In determining current and
32 predicting future targeted occupations, the director
33 of the department of workforce development shall seek
34 the cooperation and expertise of, among others, the
35 department of economic development, the college
36 student aid commission, the Iowa state occupational
37 information coordinating committee, the department of
38 education, business and technology advisory councils,
39 educators, labor organizations, chambers of commerce,
40 economic development professionals, trade
41 associations, and researchers. The director of the
42 department of workforce development shall submit the
43 approved list of targeted occupations to the director
44 of the department of education.
45 4. A community college may submit to the
46 department of education a proposal for designation as
47 a career opportunities and resources for education
48 program. A proposed program may be a new or existing
49 community college program and shall meet all of the
50 following criteria:
