1 department a claim for reimbursement in accordance
2 with this section shall develop and integrate specific
3 employability skills, goals, and activities into the
4 comprehensive school improvement plan required under
5 section 256.7, subsection 21, paragraph "a".
6 4. The department of education shall certify to
7 the department of revenue and finance the total
8 amounts of approved claims to be paid and, to the
9 extent moneys are appropriated, the department of
10 revenue and finance shall draw warrants payable to
11 school districts with approved claims, taking into
12 consideration the relative budget and cash position of
13 the state resources. If the funds appropriated for
14 purposes of this section are insufficient to pay in
15 full the claims submitted by school districts and
16 approved by the department, the amounts of approved
17 claims shall be prorated among all school districts
18 with approved claims.
19 5. Moneys received under this section shall not be
20 commingled with state aid payments made under section
21 257.16 to a school district and shall be accounted for
22 by the school district separately from state aid
23 payments. Payments made to a school district under
24 this section are miscellaneous income for purposes of
25 chapter 257.
26 Sec. 16. Section 256.52, subsection 3, Code 1999,
27 is amended by adding the following new paragraph after
28 paragraph d:
29 NEW PARAGRAPH. dd. Coordinate group purchases of
30 electronic educational content for potential and
31 actual participating entities. In coordinating such
32 purchases the state librarian may negotiate and enter
33 into contracts with vendors and participating
34 entities. The state librarian shall also administer
35 any funds designated for the purposes described in
36 this paragraph. For purposes of this paragraph:
37 (1) "Electronic educational content" means any
38 information resource that can be stored
39 electronically, including, but not limited to,
40 databases, video, audio, and graphics.
41 (2) "Participating entity" includes a governmental
42 entity or educational institution in this state,
43 including a school, area education agency, community
44 college, institution of higher education, library, or
45 regional library.
46 Sec. 17. NEW SECTION. 256.57 ELECTRONIC
47 EDUCATIONAL CONTENT FUND.
48 1. An electronic educational content fund is
49 created as a separate fund in the state treasury. The
50 fund shall consist of appropriations made to the fund,
