1 and ending June 30, 1998.
2 Sec. 12. For the fiscal year beginning July 1,
3 2000, and ending June 30, 2001, the state board of
4 regents may use notes, bonds, or other evidences of
5 indebtedness issued under section 262.48 to finance
6 projects that will result in energy cost savings in an
7 amount that will cause the state board to recover the
8 cost of the projects within an average of six years.
9 Sec. 13. Notwithstanding section 270.7, the
10 department of revenue and finance shall pay the state
11 school for the deaf and the Iowa braille and sight
12 saving school the moneys collected from the counties
13 during the fiscal year beginning July 1, 2000, for
14 expenses relating to prescription drug costs for
15 students attending the state school for the deaf and
16 the Iowa braille and sight saving school.
17 Sec. 14. Section 28.8, Code Supplement 1999, is
18 amended by adding the following new subsection:
19 NEW SUBSECTION. 3A. The Iowa board, in
20 consultation with community empowerment area boards,
21 shall develop and adopt criteria to be addressed in a
22 school ready children grant application. The criteria
23 shall include but is not limited to the following
24 quality indicators for the services and programs
25 funded under a grant:
26 a. Services are delivered by qualified persons.
27 b. Services are delivered using research-based
28 methods.
29 c. Programs include adequate parental involvement.
30 d. Programs include effective local assessments.
31 Sec. 15. NEW SECTION. 256.39A EMPLOYABILITY
32 SKILLS ASSESSMENT REIMBURSEMENTS.
33 1. If the general assembly appropriates moneys to
34 pay school district claims for the costs of
35 employability skills assessment tools, the department
36 of education shall reimburse school district claims
37 for the costs of acquiring, administering, and scoring
38 assessment tools to assess the employability skills of
39 students. The director of education shall identify
40 available employability skills assessment tools that
41 school districts may use to meet the claim
42 reimbursement requirements of this section.
43 2. In order to be eligible for reimbursement under
44 this section, a school district shall submit a claim
45 on forms provided by the department by July 15, and
46 the claim shall state the actual costs incurred and
47 shall be accompanied by an affidavit of an officer of
48 the school district affirming the accuracy of the
49 claim.
