Falck of Fayette asked and received unanimous consent to
withdraw amendment H-8464 filed by him on March 21, 2000.
T. Taylor of Linn offered the following amendment H-8378 filed by
him and moved its adoption:

1 Amend House File 2545 as follows:
2 1. Page 15, line 15, by striking the figure
3 "2,891,481" and inserting the following: "2,926,481".
4 2. Page 15, by inserting after line 16 the
5 following:
6 "Of the funds appropriated in this subsection,
7 $35,000 shall be used to facilitate relations between
8 labor and management."
A non-record roll call was requested.
The ayes were 42, nays 48.
Amendment H-8378 lost.
Brunkhorst of Bremer offered the following amendment H-8450
filed by him and Martin of Scott and moved its adoption:

1 Amend House File 2545 as follows:
2 1. Page 17, by inserting after line 18 the
3 following:
4 "Sec. ___. IPERS ENHANCED DISABILITY - DEFINED
5 CONTRIBUTION AND PORTABILITY STUDY. There is
6 appropriated from the Iowa public employees'
7 retirement system fund to the Iowa public employees'
8 retirement system division for the fiscal year
9 beginning July 1, 2000, and ending June 30, 2001, the
10 following amounts, or so much thereof as is necessary,
11 to be used for the purposes designated:
12 1. If 2000 Iowa Acts, Senate File 2411 is enacted
13 and provides enhanced disability for IPERS' public
14 safety members, for expenses relating to the
15 disability provisions:
16 ..............................................……………………………….. $ 430,411
17 2. If 2000 Iowa Acts, Senate File 2411 is enacted
18 and directs the IPERS division to study methods of
19 providing enhanced portability into and out of IPERS,
20 for expenses related to the study proposal and the
