18 subsection 1, unless the person submits a qualified
19 proposal to the department bidding an amount which is
20 less than is charged for comparable services provided
21 by the auditor of state. The department of
22 agriculture and land stewardship and the department of
23 natural resources may consult with the auditor of
24 state in order to effectively administer this
25 section."
