1 2 #1. Page 1, by inserting after line 21 the
1 3 following:
1 4 "Sec. . AUDITS SERVICES – COMPETITIVE BIDS.
1 5 1. Notwithstanding any contrary provision of law,
1 6 the department of agriculture and land stewardship and
1 7 the department of natural resources may execute
1 8 contracts with a person to perform audits of
1 9 departmental accounts as would otherwise be performed
1 10 by the auditor of state. The person performing the
1 11 audits shall be a certified public accountant licensed
1 12 in this state who shall prepare an unqualified opinion
1 13 according to general accounting practices to the
1 14 department and the auditor of state.
1 15 2. The department of agriculture and land
1 16 stewardship and the department of natural resources
1 17 shall not execute a contract with a person pursuant to
1 18 subsection 1, unless the person submits a qualified
1 19 proposal to the department bidding an amount which is
1 20 less than is charged for comparable services provided
1 21 by the auditor of state. The department of
1 22 agriculture and land stewardship and the department of
1 23 natural resources may consult with the auditor of
1 24 state in order to effectively administer this
1 25 section."
