  The Senate resumed consideration of House File 772.

  Senator Harper offered amendment S-3500 filed by Senators
  Harper, et al., on April 27, 1999, to page 5 of the bill and moved its
  adoption.

  A record roll call was requested.

  On the question "Shall amendment S-3500 be adopted?" (H.F. 772),
  the vote was:

  Rule 23, requiring all Senators present to vote except those who
  express a conflict of interest, was invoked.
