  The Senate met in regular session at 1:09 p.m., President Kramer
  presiding.

  Prayer was offered by the Honorable John Jensen, member of the
  Senate from Bremer County, Plainfield, Iowa.

  The Journal of Friday, January 15, 1999, was approved.

  SPECIAL GUEST

  Senator Tinsman presented Lisa Dondlinger, Miss Iowa, from the
  Quad Cities.  Ms. Dondlinger addressed the Senate with brief
  remarks.

  INTRODUCTION OF BILLS

  Senate File 19, by Black, a bill for an act providing for a regular
  program foundation base per pupil increase for the portion of
  weighted enrollment that is additional enrollment because of special
  education, and a special education support services foundation base
  increase, and including an effective date and applicability provision.

  Read first time and referred to committee on Education.

  Senate File 20, by Black, a bill for an act relating to the duties of
  a county conservation commission to file acquisitions or exchanges of
  land with the natural resource commission.

  Read first time and referred to committee on Natural Resources
  and Environment.
