PAG LIN 1 1 Section 1. Section 257.1, subsection 2, unnumbered 1 2 paragraph 2, Code 1999, is amended to read as follows: 1 3 For the budget year commencing July 1,19961999, and for 1 4 each succeeding budget year, the regular program foundation 1 5 base per pupil is eighty-seven and five-tenths percent of the 1 6 regular program state cost per pupil,except thatthe regular 1 7 program foundation base per pupil for the portion of weighted 1 8 enrollment that is additional enrollment because of special 1 9 education isseventy-nineeighty-seven and five-tenths percent 1 10 of the regular program state cost per pupil. For the budget1 11year commencing July 1, 1991, andfor each succeeding budget1 12yearthe special education support services foundation base is 1 13seventy-nineeighty-seven and five-tenths percent of the 1 14 special education support services state cost per pupil. The 1 15 combined foundation base is the sum of the regular program 1 16 foundation base and the special education support services 1 17 foundation base. 1 18 Sec. 2. EFFECTIVE DATE AND APPLICABILITY. This Act, being 1 19 deemed of immediate importance, takes effect upon enactment 1 20 and applies to the computation of school foundation aid 1 21 payable during school budget years beginning on or after July 1 22 1, 1999. 1 23 EXPLANATION 1 24 This bill provides for an increase in the regular program 1 25 foundation base per pupil for the portion of weighted 1 26 enrollment that is additional enrollment because of special 1 27 education, and the special education support services 1 28 foundation base levels to 87.5 percent. The bill would take 1 29 effect upon enactment for purposes of computation of school 1 30 foundation aid payable during school budget years beginning on 1 31 or after July 1, 1999. 1 32 LSB 1386SS 78 1 33 rn/jw/5
