committed to those goals today. Last year we also pledged and delivered bipartisan cooperation to help achieve Governor Branstad's recommendations related to education. On the campaign trail this fall many in your party proposed assessing children's reading skills in the 3rd and 4th grade and providing schools with the resources to help kids that are lagging behind to catch up. I believe that if we enter this session in the spirit of bipartisan cooperation that we can move forward on all of these proposals and make real progress in reclaiming our first in the nation status in education. We accomplished much last year when we worked together. Tens of thousands of Iowa children are right now becoming eligible for health insurance. We began a program to assist in the development of value added agriculture. We invested in early childhood education. We can accomplish much when we work together. A great man once said, "We're going to lose these opportunities of real reform. It's sad that he is not willing to accept
