The bill having received a constitutional majority was declared to 
have passed the House and the title was agreed to.
IMMEDIATE MESSAGE
Siegrist of Pottawattamie asked and received unanimous consent 
that Senate File 115 be immediately messaged to the Senate.
EXPLANATIONS OF VOTE
I was necessarily absent from the House chamber on March 31, 
1999.  Had I been present, I would have voted "aye" on House Files 
351, 745, amendments H-1251 and H-1253 to House File 745, and 
"aye" on Rules Suspension for amendment H-1289 to House File 745.
CATALDO of Polk
I was necessarily absent from the House chamber on April 6, 1999. 
Had I been present, I would have voted "aye" on House File 758.
FORD of Polk
I was necessarily absent from the House chamber on April 6, 1999. 
Had I been present, I would have voted "aye" on House File 758.
NELSON of Marshall
On April 6, 1999, I inadvertently voted "no" on House File 746, I 
meant to vote "aye". 
WEIDMAN of Cass
