EXPLANATIONS OF VOTE I was necessarily absent from the House chamber on March 31, 1999. Had I been present, I would have voted "aye" on House Files 351, 745, amendments H-1251 and H-1253 to House File 745, and "aye" on Rules Suspension for amendment H-1289 to House File 745.
