Klemme of Plymouth rose on a point of order that amendment H-1406 was not germane. The Speaker ruled the point well taken and amendment H-1406 not germane. Frevert of Palo Alto asked for unanimous consent to suspend the rules to consider amendment H-1406. Objection was raised. Frevert of Palo Alto moved to suspend the rules to consider amend- ment H-1406. Roll call was requested by Murphy of Dubuque and Siegrist of Pottawattamie. Amendment H?1332 lost. Jochum of Dubuque offered the following amendment H?1313 filed by her and moved its adoption: H-1313 1 Amend House File 746 as follows: 2 1. Page 7, line 32, by inserting after the word 3 "department." the following: "In carrying out its on- 4 site inspections, persons occupying the full-time 5 equivalent positions authorized in this paragraph 6 shall ensure that unformed manure storage structures 7 which are part of confinement feeding operations do 8 not emit airborne pollutants in excess of standards as 9 shall be established by rules adopted by the 10 department regulating levels of gases containing 11 compounds which produce odor or may have a deleterious 12 effect upon human health, including but not limited to 13 hydrogen sulfide, ammonia, methane, and any class of 14 mercaptan." A non-record roll call was requested. The ayes were 40, nays 49.
