	Mr. Speaker: I am directed to inform your honorable body that the Senate has on 

March 23, 1999, passed the following bill in which the concurrence of the House is 
asked:
Senate File 428, a bill for an act relating to the authority of cities and counties to 
adopt rent control ordinances.

Siegrist of Pottawattamie asked and received unanimous consent

House File 234, a bill for an act limiting the liability of the state 
and political subdivisions of the state for certain losses caused by the 
failure of computer software or a device containing a computer 
processor, with report of committee recommending passage, was 
taken up for consideration.
Jacobs of Polk moved that the bill be read a last time now and 
placed upon its passage which motion prevailed and the bill was read 
a last time.

The bill having received a constitutional majority was declared to 
have passed the House and the title was agreed to.
House File 672, a bill for an act relating to area education 
agencies and school districts by modifying the time guidelines 
concerning bargaining by certain employees, and changing dates 
relating to budget certification and notice of teacher termination for 
school districts, was taken up for consideration.
Carroll of Poweshiek offered the following amendment H?1149 
filed by Carroll, et al., and moved its adoption:

 1     Amend House File 672 as follows:
 2     1.  Page 1, line 10, by striking the word and
 3   figure "April 30" and inserting the following:  "March
 4   15".
 5     2.  Page 1, line 16, by striking the word and
 6   figure "April 30" and inserting the following:  "March
 7   15".
 8     3.  Page 1, lines 18 and 19, by striking the word
 9   and figure "April 30" and inserting the following:
10   "March 15".
11     4.  Page 1, line 20, by striking the word and
12   figure "April 30" and inserting the following:  "March
13   15".
14     5.  Page 3, by striking lines 4 through 6 and
15   inserting the following:  "management. However, if the
16   political subdivision is a school district, as 
defined
17   in section 257.2, its budget shall be
