  1  3                       A JOINT RESOLUTION
  1  4 REQUESTING THE UNITED STATES DEPARTMENT OF DEFENSE AND THE
  1  5    UNITED STATES ARMY TO PLACE ADDITIONAL PRODUCTION WORK AT THE
  1  6    ROCK ISLAND ARSENAL.  
  1  7    WHEREAS, the United States army has indicated that there
  1  8 will be a layoff of several hundred skilled production
  1  9 employees at the Rock Island Arsenal manufacturing facilities
  1 10 during the fiscal year beginning July 1, 1999; and
  1 11    WHEREAS, the placement of additional work at the Rock
  1 12 Island Arsenal by the United States Army could be facilitated
  1 13 through the Arsenal Act, which allows for noncompetitive work
  1 14 loading of the Arsenal, and the Competition in Contracting
  1 15 Act, which would designate the Arsenal an industrial
  1 16 preparedness facility; and
  1 17    WHEREAS, indications of recent increased tension in the
  1 18 Middle East region and in North Korea may require an increased
  1 19 level of production for needed war fighting equipment and
  1 20 materiel; and
  1 21    WHEREAS, achieving an increased level of production would
  1 22 more readily be accomplished by placing additional production
  1 23 work at a facility which is maintained in a mobilized status
  1 24 with experienced employees working to protect American
  1 25 interests; and
  1 26    WHEREAS, the Rock Island Arsenal has proven capable of
  1 27 producing many weapons systems at a lower cost than producers
  1 28 of such systems in the private sector and thus accordingly
  1 29 warrants a greater share of the production and rehabilitation
  1 30 of these systems being placed at the Arsenal; and
  1 31    WHEREAS, an immediate response to any conflict or emergency
  1 32 can be made by the Rock Island Arsenal in contrast to
  1 33 potential private sector delays; NOW THEREFORE,

  1 35 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  2  2    That the United States Department of Defense and the United
  2  3 States Army are urged to place additional production work at
  2  4 the Rock Island Arsenal to maintain the current employment
  2  5 level, increase production work, and lower overall production
  2  6 costs at the Arsenal; and
  2  7    BE IT FURTHER RESOLVED, That copies of this resolution be
  2  8 sent to the President of the United States, the United States
  2  9 Secretary of Defense, the Secretary of the Army, the Commander
  2 10 of Headquarters of the Army Material Command, the Majority and
  2 11 Minority Leaders of the United States Senate, the Speaker,
  2 12 Majority Leader, and Minority Leader of the United States
  2 13 House of Representatives, and to members of the Illinois and
  2 14 Iowa congressional delegations.
