 5   UNIFORM WARNING SIGNALS AND SIRENS - RULEMAKING.
 6     The department of public safety shall adopt rules
 7   under chapter 17A promoting the implementation of
 8   uniform flashing red lights, warning signals, and
 9   siren equipment on all law enforcement vehicles."
