MESSAGE FROM THE SENATE The following message was received from the Senate: Mr. Speaker: I am directed to inform your honorable body that the Senate has on February 4, 1999, passed the following bill in which the concurrence of the House is asked: Senate File 53, a bill for an act relating to the date of the annual sale of parcels with delinquent property taxes and providing an effective and applicability date. BILLS SIGNED BY THE GOVERNOR A communication was received from the Governor announcing that on February 4, 1999, he approved and transmitted to the Secretary of State the following bills: House File 146, an act relating to the establishment of the state percent of growth for purposes of the state school foundation program, and providing an applicability date. House File 147, an act providing additional funding for certain school districts that have either decreasing or increasing enrollments by extending the regular program district cost guarantee and by providing on-time funding, making an appropriation, and providing effective and applicability dates.
