PAG LIN 1 1 HOUSE FILE 146 1 2 1 3 AN ACT 1 4 RELATING TO THE ESTABLISHMENT OF THE STATE PERCENT OF GROWTH 1 5 FOR PURPOSES OF THE STATE SCHOOL FOUNDATION PROGRAM, AND 1 6 PROVIDING AN APPLICABILITY DATE. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. Section 257.8, subsection 1, Code 1999, is 1 11 amended to read as follows: 1 12 1. STATE PERCENT OF GROWTH. The state percent of growth 1 13 for the budget year beginning July 1, 1999, is three percent. 1 14 The state percent of growth for the budget year beginning July 1 15 1, 2000, is four percent. The state percent of growth for 1 16 each subsequent budget year shall be established by statute 1 17 which shall be enacted within thirty days of the submission in 1 18 the year preceding the base year of the governor's budget 1 19 under section 8.21. The establishment of the state percent of 1 20 growth for a budget year shall be the only subject matter of 1 21 the bill which enacts the state percent of growth for a budget 1 22 year. 1 23 Sec. 2. APPLICABILITY. This Act is applicable for 1 24 computing state aid under the state school foundation program 1 25 for the school budget year beginning July 1, 2000. 1 26 1 27 1 28 1 29 RON J.
