8 A bill for which a public hearing has been called 9 can be voted to the calendar but cannot be debated 10 until after the public hearing has been held. 11 However, public hearings which have been requested 12 during or after the10th9th week of the first session 13 and during or after the8th7th week of the second 14 session must be held within four legislative days of 15 the date of the request. 16 Rule 62 17 Limitation on Filing of Claims 18 A claim or claim bill, the subject matter of which 19 has been considered or filed for consideration in the 20 house or any of its committees, in two or more prior 21 sessions of the general assembly, shall not be 22 considered by any committee or by the house unless it 23 has been specifically referred to this session by a 24 prior general assembly. The committee on 25 appropriations is authorized to set a definite date 26 after which it will not receive claims or claim bills 27 for consideration. 28 DIVISION VI - COMMITTEE OF THE WHOLE 29 Rule 63 30 Organization of Committee of the Whole Page 32 1 In forming the committee of the whole house, the 2 speaker shall appoint a member to preside in committee 3 and then leave the chair. 4 Rule 64 5 Rules in Committee of the Whole 6 The rules of the house shall be observed in 7 committee of the whole house, so far as they are 8 applicable. 9 Rule 65 10 Bills in Committee of the Whole 11 Bills committed to the committee of the whole house 12 shall first be read in their entirety by the chief 13 clerk or chair and then read again or debated by 14 section, leaving the preamble to be considered last. 15 After report, the bill shall again be subject to 16 debate and amendment before a vote is had on its last 17 reading and passage. 18 Rule 66 19 Amendments by Committee of the Whole 20 All amendments made to a report committed to a 21 committee of the whole house shall be noted and 22 reported as in the case of bills. 23 DIVISION VII - MOTIONS 24 Rule 67 25 Order and Precedence of Motions 26 The following order and precedence of motions shall 27 govern when a question is under debate: 28 11.
