11 Rule 53
12 Quorum and Vote Requirements
13 The committee roll shall be taken at the convening
14 of each meeting to determine the presence of a quorum.
15 A majority of the committee membership shall
16 constitute a quorum.
17 An affirmative vote of a majority of the committee
18 membership is required to report a bill out of
19 committee or to suspend a committee rule.
20 A motion to reconsider may be made only by a
21 committee member who voted on the prevailing side of
22 the question sought to be reconsidered. a motion to
23 reconsider may only be made provided the bill is still
24 in possession of the committee.
25 If a member, who is in the committee room when a
26 question to report a bill out of committee is put, has
27 not asked to be excused prior to commencing to take
28 the vote on the question, the member shall vote aye or
29 nay unless the committee has excused the member for
30 special reasons. However, a member may pass on the

1 first taking of the roll call on the question but
2 shall vote aye or nay when the member's name is called
3 for a second time.

5 Committee Attendance Record and Report
6 of Committee Form
7 1. A committee attendance record shall be filed
8 with the chief clerk no later than 10:00 a.m. or two
9 hours after the house convenes, whichever is later, of
10 the legislative day immediately following the day of
11 the committee meeting. The committee attendance
12 record is a public record and may be published in the
13 journal. The committee attendance record shall
14 include the following information:
15 a. The time the meeting convened.
16 b. The members present at the meeting.
17 c. The time the meeting adjourned.
18 d. a list of bills receiving final committee
19 disposition.
20 2. A report of committee form shall be filed with
21 the chief clerk no later than 10:00 a.m. or two hours
22 after the house convenes, whichever is later, of the
23 legislative day immediately following the day of the
24 committee meeting for each study bill, numbered bill
25 or resolution receiving final committee disposition.
26 The report of committee form is a public record and a
27 report of committee action shall be printed in the
28 journal. The report of committee form shall include
29 the following information:
30 a. The committee action taken.
