 5             Effect of Indefinite Postponement
 6     When a question is indefinitely postponed, it shall
 7  not be acted upon again during that session.  Any bill
 8  which receives a committee recommendation of
 9  indefinite postponement shall be disposed of within
10  three legislative days after the printed journal
11  containing the report has been placed upon the desks
12  of the members of the house, or the committee
13  recommendation will be considered adopted.
14                             Rule 45
15                 Status of Bills Following
16                   First Regular Session
17     Except for those bills which have been adopted by
18  both houses in different forms, all bills which have
19  not been withdrawn, defeated or indefinitely
20  postponed, shall be rereferred to committee upon
21  adjournment of the first regular session.  Within
22  seven days after the first committee meeting following
23  convening of the second regular session, the committee
24  chair shall submit the bill to the full committee for
25  action or the chair shall reassign the bill to a
26  subcommittee.
27             DIVISION V - COMMITTEE PROCEDURES
28                             Rule 46
29                 Appointment of Committees
30     All committees shall be appointed by the speaker,

 1  unless otherwise especially directed by the house.
 2                             Rule 47
 3              Order on Question of Commitment
 4     When a resolution is offered or a motion made to
 5  refer any subject, and different committees are
 6  proposed, the question shall be taken in the following
 7  order:  The committee of the whole house; a standing
 8  committee; a select committee.
 9                             Rule 48
10                         Study Bills
11     A study bill is any matter which a member of the
12  house wishes to have considered by a standing
13  committee, other than appropriations, and which has
14  not been included in a previously introduced bill.
15  Upon taking possession of a study bill, the committee
16  chair shall notify the speaker and then submit fifteen
17  copies of the bill to the legal counsel's office for
18  numbering.
19     A study bill shall bear the name of the member who
20  wishes to have the bill considered.  a study bill
21  submitted by a state agency or board for consideration
22  shall bear the name of the state agency or board.  A
