20  each house shall consider only bills originating in

21  the other house and unfinished business.  Beginning
22  with the 14th week of the first session and the 12th
23  week of the second session, each house shall consider
24  only bills passed by both houses, bills exempt from
25  subsection 2, and unfinished business.
26     4.  a motion to reconsider filed and not disposed
27  of on an action taken on a bill or resolution which is
28  subject to a deadline under this rule may be called up
29  at any time before or after the day of the deadline by
30  the person filing the motion or after the deadline by

 1  the majority floor leader, notwithstanding any other
 2  rule to the contrary.
 3                               Rule 21
 4                            Resolutions
 5     1.  A "concurrent resolution" is a resolution to be
 6  adopted by both houses of the general assembly which
 7  expresses the sentiment of the general assembly or
 8  deals with temporary legislative matters.  It may
 9  authorize the expenditure, for any legislative
10  purpose, of funds appropriated to the general
11  assembly.  a concurrent resolution is not limited to,
12  but may provide for a joint convention of the general
13  assembly, adjournment or recess of the general
14  assembly, or requests to a state agency or to the
15  general assembly or a committee.  a concurrent
16  resolution requires the affirmative vote of a majority
17  of the senators or representatives present and voting
18  unless otherwise specified by statute.  a concurrent
19  resolution does not require the governor's approval
20  unless otherwise specified by statute.  a concurrent
21  resolution shall be filed with the secretary of the
22  senate or the chief clerk of the house.  a concurrent
23  resolution shall be printed in the bound journal after
24  its adoption.
25     2.  A "joint resolution" is a resolution which
26  requires for approval the affirmative vote of a
27  constitutional majority of each house of the general
28  assembly.  A joint resolution which appropriates funds
29  or enacts temporary laws must contain the clause "Be

 1  Iowa:", is equivalent to a bill, and must be
 2  transmitted to the governor for his approval.  a joint
 3  resolution which proposes amendments to the
 4  Constitution of the State of Iowa, ratifies amendments
 5  to the Constitution of the United States, proposes a
 6  request to Congress or an agency of the government of
 7  the United States of America, proposes to Congress an
