  1  1    Section 1.  Section 257.11, Code 1999, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  2A.  AT-RISK PROGRAMS.
  1  4    a.  A school district which received supplementary
  1  5 weighting for at-risk pupils for the school budget year
  1  6 beginning July 1, 1999, and which does not qualify for
  1  7 supplementary weighting for at-risk pupils for the school
  1  8 budget year beginning July 1, 2000, shall receive an amount of
  1  9 additional funding for at-risk pupils as follows:
  1 10    (1)  For the school budget year beginning July 1, 2000, a
  1 11 school district shall receive an amount of additional funding
  1 12 for at-risk pupils equivalent to one hundred percent of the
  1 13 amount of supplementary weighting which the district was
  1 14 entitled to receive for the budget year beginning July 1,
  1 15 1999.
  1 16    (2)  For the school budget year beginning July 1, 2001, a
  1 17 school district shall receive seventy-five percent of the
  1 18 amount received pursuant to subparagraph (1).
  1 19    (3)  For the school budget year beginning July 1, 2002, a
  1 20 school district shall receive fifty percent of the amount
  1 21 received pursuant to subparagraph (1).
  1 22    (4)  For the school budget year beginning July 1, 2003, a
  1 23 school district shall receive twenty-five percent of the
  1 24 amount received pursuant to subparagraph (1).
  1 25    (5)  For the school budget year beginning July 1, 2004, and
  1 26 succeeding budget years, a school district shall not be
  1 27 entitled to receive additional funding for at-risk pupils
  1 28 pursuant to this paragraph.
  1 29    b.  The department of management shall annually establish a
  1 30 modified allowable growth for the applicable school budget
  1 31 year for a school district receiving additional funding
  1 32 pursuant to paragraph "a".
  1 33    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 34 immediate importance, takes effect upon enactment.  
  1 35                           EXPLANATION 
  2  1    This bill provides that a school district which received
  2  2 supplementary weighting for at-risk pupils for the school
  2  3 budget year beginning July 1, 1999, and which does not qualify
  2  4 for supplementary weighting for at-risk pupils for the school
  2  5 budget year beginning July 1, 2000, shall receive additional
  2  6 funding for at-risk pupils.
  2  7    The bill provides that for the school budget year beginning
  2  8 July 1, 2000, a school district shall receive an amount of
  2  9 additional funding for at-risk pupils equivalent to 100
  2 10 percent of the amount of supplementary weighting which the
  2 11 district was entitled to receive for the budget year beginning
  2 12 July 1, 1999.  The bill provides that for each succeeding
  2 13 budget year, the amount of additional funding shall be reduced
  2 14 incrementally by 25 percent, until the school budget year
  2 15 beginning July 1, 2004, when a school district shall not be
  2 16 eligible to receive additional funding for at-risk pupils.
  2 17 The bill provides that the additional funding received shall
  2 18 be in the form of modified allowable growth established by the
  2 19 department of management.
  2 20    The bill takes effect upon enactment.
