  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 16 of Article III of the Constitution of the State
  1  4 of Iowa, is amended by adding the following new paragraph:
  1  5    VETO SESSION.  If the Governor deposits a bill with
  1  6 objections, disapproving an entire bill or an item of an
  1  7 appropriation bill, in the office of the Secretary of State
  1  8 after the General Assembly adjourns any regular or special
  1  9 session sine die, the General Assembly shall reconvene on the
  1 10 second Monday after the last day on which the Governor may
  1 11 deposit such a bill with the office of the Secretary of State.
  1 12 However, if the Monday occurs on a legal holiday, the General
  1 13 Assembly shall reconvene on the next day.  The reconvened
  1 14 session shall be for the sole purpose of reconsidering the
  1 15 bill or item of an appropriation bill deposited in the office
  1 16 of the Secretary of State as provided in this section.  The
  1 17 General Assembly shall adjourn sine die not later than the
  1 18 third calendar day of the reconvened session, unless the
  1 19 General Assembly by resolution extends the session.  If the
  1 20 General Assembly extends the session by resolution, the
  1 21 General Assembly shall adjourn sine die not later than the
  1 22 seventh calendar day of the reconvened session.
  1 23    Sec. 2.  The foregoing amendment to the Constitution of the
  1 24 State of Iowa is referred to the General Assembly to be chosen
  1 25 at the next general election for members of the General
  1 26 Assembly and the Secretary of State is directed to cause the
  1 27 same to be published for three consecutive months previous to
  1 28 the date of that election as provided by law.  
  1 29                           EXPLANATION
  1 30    This joint resolution amends Section 16 of Article III of
  1 31 the Constitution of the State of Iowa which provides in part
  1 32 for reconsideration of bills by the general assembly that have
  1 33 been vetoed or item vetoed by the governor.  This joint
  1 34 resolution provides that if a bill or an item of an
  1 35 appropriation bill vetoed by the governor is deposited with
  2  1 the secretary of state after adjournment sine die of a regular
  2  2 or special session, the general assembly must reconvene on the
  2  3 second Monday, or Tuesday if Monday is a holiday, after the
  2  4 last day on which the governor may deposit such a vetoed bill
  2  5 or item of an appropriation bill with the secretary of state.
  2  6 The joint resolution provides that the reconvened session
  2  7 shall be for the sole purpose of reconsidering a vetoed bill
  2  8 or item of an appropriation bill.  The joint resolution
  2  9 provides that the general assembly shall adjourn sine die not
  2 10 later than the third calendar day of the veto session, unless
  2 11 the general assembly by resolution extends the veto session.
  2 12 The joint resolution provides that if the general assembly
  2 13 extends the veto session, the general assembly shall adjourn
  2 14 sine die not later than the seventh calendar day of the veto
  2 15 session.
  2 16    The joint resolution, if adopted, would be referred to the
  2 17 next general assembly for consideration and passage before
  2 18 being submitted to the electorate for ratification.
