  1  5 RELATING TO INFORMATION REQUIRED TO BE PLACED ON PROPERTY
  1  6    TAX STATEMENTS.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 441.49, unnumbered paragraph 3, Code
  1 11 1999, is amended to read as follows:
  1 12    On or before October 15 the county auditor shall cause to
  1 13 be published in official newspapers of general circulation the
  1 14 final equalization order.  The publication shall include, in
  1 15 type larger than the remainder of the publication, the
  1 16 following statement:  "Assessed values are equalized by the
  1 17 department of revenue and finance every two years.  Local
  1 18 taxing authorities determine the final tax levies and may
  1 19 reduce property tax rates to compensate for any increase in
  1 20 valuation due to equalization."  Failure to publish the
  1 21 equalization order has no effect upon the validity of the
  1 22 orders.
  1 23    Sec. 2.  Section 445.5, subsection 1, paragraph i, Code
  1 24 1999, is amended to read as follows:
  1 25    i.  The total amount of taxes levied by each taxing
  1 26 authority in the previous fiscal year and the current fiscal
  1 27 year, and the dollar amount difference between the two
  1 28 amounts, and that same difference expressed as a percentage
  1 29 increase or decrease.
