  1  1           SENATE CONCURRENT RESOLUTION NO. __
  1  2                 BY  DVORSKY and BOLKCOM
  1  3 A Concurrent Resolution urging the Governor to 
  1  4    appoint a commission to develop design proposals 
  1  5    for Iowa's participation in the United States Mint's 
  1  6    50 state quarters program and to direct the commission
  1  7    to develop designs incorporating the Old Capitol as a
  1  8    symbol for the state.
  1  9    WHEREAS, the United States Mint has implemented a
  1 10 program in accordance with Public Law No. 105-124, to
  1 11 commemorate each of the 50 states in the order in
  1 12 which the states ratified the United States
  1 13 Constitution and joined the Union; and
  1 14    WHEREAS, for the 10-year period 1999 through 2008,
  1 15 the United States will annually issue five quarter
  1 16 dollar coins with state designs displayed on the
  1 17 reverse side of the coins; and
  1 18    WHEREAS, each state has an opportunity to develop
  1 19 and submit designs representative of the state; and
  1 20    WHEREAS, quarter dollar coins have a commercial
  1 21 lifespan of at least 30 years and are collected for
  1 22 generations, providing an opportunity for wide
  1 23 distribution of an enduring symbol of this state; and
  1 24    WHEREAS, the cornerstone for the Old Capitol
  1 25 building located in Iowa City was laid in 1840 and the
  1 26 building served as the Iowa Territory Capitol from
  1 27 1842-1846, as the original capitol upon Iowa achieving
  1 28 statehood in 1846 and continuing until 1857, and as an
  1 29 important building of the State University of Iowa
  1 30 from 1857 until the present time; and
  2  1    WHEREAS, the Old Capitol is the location where the
  2  2 original Constitution of the State of Iowa was
  2  3 approved, and its importance in the history of the
  2  4 state was recognized with designation by the United
  2  5 States Department of the Interior as a National
  2  6 Historic Landmark during the nation's bicentennial in
  2  7 1976; and
  2  8    WHEREAS, the Old Capitol is widely acknowledged as
  2  9 a symbol for the State of Iowa and was displayed as
  2 10 this state's symbol on the half-dollar coin issued to
  2 11 commemorate Iowa's centennial in 1946; and
  2 12    WHEREAS, Iowa entered the Union as the twenty-ninth
  2 13 state on December 28, 1846, and the quarter dollar
  2 14 honoring the State of Iowa will be issued in 2004; and
  2 15    WHEREAS, the Governor will be contacted no later
  2 16 than 2002 concerning Iowa's design submission; NOW
  2 17 THEREFORE,
  2 18    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2 19 REPRESENTATIVES CONCURRING, That the Governor is urged
  2 20 to appoint a special commission charged with
  2 21 developing designs to submit to the United States Mint
  2 22 for the Iowa quarter dollar; and
  2 23    BE IT FURTHER RESOLVED, That the commission be
  2 24 directed to develop designs incorporating the Old
  2 25 Capitol as the symbol for the state.
