  1 49 FUNDING.  For the fiscal year beginning July 1, 2000,
  1 50 and ending June 30, 2001, from the tax revenue
  2  1 received by the state racing and gaming commission
  2  2 pursuant to section 99D.15, subsections 1, 3, and 4,
  2  3 an amount equal to three-tenths of one percent of the
  2  4 gross sum wagered by the pari-mutuel method is
  2  5 appropriated to the Iowa department of public health.
  2  6 Of the moneys appropriated pursuant to this section,
  2  7 not more than $50,000 shall be used to supplement
  2  8 amounts otherwise budgeted for the childhood lead
  2  9 poisoning prevention program.  Remaining moneys
  2 10 appropriated pursuant to this section shall be used
  2 11 for costs associated with the child fatality review
  2 12 committee provisions under section 135.43, as enacted
  2 13 by 2000 Iowa Acts, House File 2377, the expansion of
  2 14 the age range for child death case review provisions
  2 15 as enacted under 2000 Iowa Acts, House File 2365, and
  2 16 the Iowa domestic abuse death review team provisions
  2 17 as enacted under 2000 Iowa Acts, House File 2362."
  2 18    #12.  Page 17, by inserting after line 25 the
  2 19 following:
  2 20    "Sec.    .  CHILDHOOD LEAD POISONING STUDY AND
  2 21 REPORT.
  2 22    1.  The director of public health, in consultation
  2 23 with an ad hoc committee appointed by the director and
  2 24 comprised of public health officials, health care
  2 25 providers, consumer groups, educators, early childhood
  2 26 development specialists, housing officials, property
  2 27 owners, real estate interests, representatives from
  2 28 the environmental health chapter team of Healthy
  2 29 Iowans 2010, and other members deemed appropriate by
  2 30 the director, shall conduct a study regarding
  2 31 prevention of lead poisoning among children in the
  2 32 state.  The study shall include, but is not limited
  2 33 to, the following:
  2 34    a.  An assessment of the incidence and prevalence
  2 35 of lead poisoning in the state, including the
  2 36 determination of any geographic, social, or economic
  2 37 patterns or other common characteristics which
  2 38 identify vulnerable populations in the state who are
  2 39 at-risk of lead poisoning.
  2 40    b.  An evaluation of the effectiveness of current
  2 41 childhood lead screening efforts and voluntary options
  2 42 and alternatives to increase lead screening, including
  2 43 incorporating lead screening information and efforts
  2 44 into ongoing immunization programs and activities.
  2 45 The study shall also identify opportunities to
  2 46 increase and enhance efforts that focus on preventing
  2 47 lead poisoning in children.
  2 48    c.  A review of current federal, state, and local
  2 49 laws, rules and regulatory programs, including
  2 50 standards and other requirements associated with
  3  1 federal, state, and local housing programs.  The
  3  2 review shall include an evaluation of options and
  3  3 alternatives to encourage the adoption of more uniform
  3  4 standards across the state.
  3  5    d.  An effort to identify additional federal
  3  6 funding sources and opportunities to enhance medical
  3  7 assistance match dollars to address lead poisoning
  3  8 prevention, screening, medical case management, and
  3  9 environmental remediation.
  3 10    e.  An evaluation of the availability and
  3 11 effectiveness of current resources, programs, and
  3 12 efforts to address lead poisoning in children.
  3 13    f.  Consideration of the findings and
  3 14 recommendations of Healthy Iowans 2010 relating to
  3 15 lead poisoned children.
  3 16    2.  The director shall submit a report of the
  3 17 study's recommendations to the governor and the
  3 18 general assembly by January 1, 2001, and shall present
  3 19 recommendations to a joint meeting of the human
  3 20 resources committees of the senate and house of
  3 21 representatives during the 2001 legislative session."
  3 22    #13.  Page 18, by inserting after line 6 the
  3 23 following:
  3 24    "Sec. 100.  Section 232.190, Code 1999, is amended
  3 25 to read as follows:
  3 26    232.190  COMMUNITY GRANT FUND.
  3 27    1.  A community grant fund is established in the
  3 28 state treasury under the control of the division of
  3 29 criminal and juvenile justice planning of the
  3 30 department of human rights for the purposes of
  3 31 awarding grants under this section.  The criminal and
  3 32 juvenile justice planning advisory council and the
  3 33 juvenile justice advisory council shall assist the
  3 34 division in administering grants awarded under this
  3 35 section.  The departments of education, human
  3 36 services, public health, and public safety, and the
  3 37 governor's alliance on substance abuse shall advise
  3 38 the division on grant application and selection award
  3 39 criteria and performance measures for the programs.
  3 40 Not more than five percent of the moneys appropriated
  3 41 to the fund shall be used for administrative purposes.
  3 42    2.  A city, county, or entity organized under
  3 43 chapter 28E Any decategorization governance board
  3 44 organized in accordance with section 232.188 may apply
  3 45 to the division for a grant on a matching basis to
  3 46 fund juvenile crime prevention programs that emphasize
  3 47 positive youth development.  The match may be obtained
  3 48 from private sources, other state programs, or federal
  3 49 programs.  The division shall adopt rules establishing
  3 50 required matching fund levels that progressively
  4  1 increase as applicants receive a second or subsequent
  4  2 year of consecutive funding through the community
  4  3 grant fund.  The division shall not accept an
  4  4 application for a fourth or subsequent consecutive
  4  5 year of funding.  However, cities, counties, or
  4  6 entities organized under chapter 28E receiving grants
  4  7 prior to July 1, 1998, may apply and receive funding
  4  8 for an additional two consecutive years beyond June
  4  9 30, 1998 for awarding of grant moneys, including but
  4 10 not limited to data factors and a methodology for use
  4 11 in allocating moneys among the decategorization
  4 12 projects based upon a project's proportion of the
  4 13 state's population of children.
  4 14    3.  Applications for moneys from the community
  4 15 grant fund shall define the geographical boundaries of
  4 16 the site chosen to benefit from the funds from this
  4 17 program and shall demonstrate a collaborative effort
  4 18 by all relevant local government and school officials
  4 19 and service agencies with authority, responsibilities,
  4 20 or other interests within the chosen site
  4 21 decategorization project area.  Proposed plans set
  4 22 forth in the applications shall reflect a community-
  4 23 wide consensus in how to remediate community problems
  4 24 related to juvenile crime and shall describe how the
  4 25 funds from this program will be used in a manner
  4 26 consistent with the human investment strategy of the
  4 27 state as developed pursuant to section 8A.1.  Services
  4 28 provided under a grant through this program shall be
  4 29 comprehensive, preventive, community-based, and shall
  4 30 utilize flexible delivery systems and promote youth
  4 31 development.  The division shall establish a point
  4 32 system for determining eligibility for grants from the
  4 33 fund based upon the nature and breadth of the proposed
  4 34 community juvenile crime prevention plans and the
  4 35 extent to which the proposals include viable plans to
  4 36 sustain the funding and local governance of the
  4 37 proposed juvenile crime prevention services and
  4 38 activities following the proposed grant period.  A
  4 39 plan for grant moneys under this section shall be a
  4 40 part of or be consistent with the annual child welfare
  4 41 services plan developed by the governance board of the
  4 42 decategorization project area and submitted to the
  4 43 department of human services and Iowa empowerment
  4 44 board pursuant to section 232.188.
  4 45    4.  The division shall provide potential applicants
  4 46 for grant moneys decategorization governance boards
  4 47 with information describing comprehensive community
  4 48 planning techniques and performance measures for this
  4 49 program and.  The division shall establish a
  4 50 monitoring system for this program that requires
  5  1 participating cities, counties, and entities organized
  5  2 under chapter 28E decategorization governance boards
  5  3 to report information with which to measure program
  5  4 performance.  The division shall solicit input from
  5  5 cities, counties, and service-providing agencies on
  5  6 the establishment of program performance measures and
  5  7 the structure of the program monitoring system.
  5  8 Applications for grant moneys shall state specific
  5  9 results sought to be obtained by any service or
  5 10 activity funded by a grant under this section and
  5 11 shall describe how their desired results are related
  5 12 to the program's performance measures.
  5 13    5.  This section is repealed effective June 30,
  5 14 2000 2005.  The division of criminal and juvenile
  5 15 justice planning shall annually submit an annual a
  5 16 report to the general assembly by January 15 regarding
  5 17 the program's performance measures and the
  5 18 effectiveness of the services and activities funded
  5 19 under this section."
