  1  1    Amend Senate File 470 as follows:
  1  2    #1.  Page 4, by striking lines 15 through 28 and
  1  3 inserting the following:
  1  4    "56.5A  CANDIDATE'S COMMITTEE.
  1  5    1.  Each candidate for state, county, city, or
  1  6 school office shall organize one, and only one,
  1  7 candidate's committee for a specific office sought
  1  8 when the candidate receives contributions in excess of
  1  9 five hundred dollars in the aggregate, makes
  1 10 expenditures in excess of five hundred dollars in the
  1 11 aggregate, or incurs indebtedness in excess of five
  1 12 hundred dollars in the aggregate in a calendar year.
  1 13    2.  A political committee shall not be established
  1 14 to support or oppose expressly advocate the
  1 15 nomination, election, or defeat of only one candidate
  1 16 for office, except that a political committee may be
  1 17 established to support or oppose expressly advocate
  1 18 the passage or defeat of approval of a single judge
  1 19 standing for retention.
  1 20    3.  a.  A candidate's committee shall accept
  1 21 contributions from sources other than voters
  1 22 registered within the district represented by the
  1 23 office to which the candidate presently seeks
  1 24 election, only to the extent that the candidate's
  1 25 committee has received and deposited in the
  1 26 candidate's campaign account, an equal or greater
  1 27 total of contributions from voters registered within
  1 28 the district.
  1 29    b.  A candidate who accepts a contribution in
  1 30 violation of this subsection shall be fined civilly in
  1 31 an amount equal to ten times the amount by which the
  1 32 contribution exceeded the permitted limit.  The fine
  1 33 proceeds shall be deposited in the Iowa election
  1 34 campaign fund created by section 56.19."
  1 35    #2.  Title page, line 1, by striking the word
  1 36 "disclosure" and inserting the following:  ", by
  1 37 limiting contributions,".
  1 38    #3.  By renumbering as necessary.
